Job Announcement

Directs the engineering planning & analysis branch of the county's wastewater system, through supervision of a group of engineers and technical staff performing complex engineering work. Work includes:

  • Reviews rezoning applications to ensure wastewater facilities will be adequate to serve the rezoned properties;
  • Reviews developers' proposed construction plans for future premises being constructed in the county to ensure the capacity of wastewater facilities are adequate to serve the premises, and that the proposed wastewater facilities being installed by the developers meet all county design and construction requirements;
  • Assists developers and consulting engineers to overcome design challenges;
  • Ensures adequate easements are acquired and wastewater facilities are sized to serve appropriate offsite developments.
Other responsibilities include the development and continuous refinement of the hydraulic model for the county's wastewater facilities. The hydraulic model is utilized to predict county's future wastewater capacity needs using the county's comprehensive plan and land use data. The future predicted needs are compared to existing capacity of wastewater facilities to determine required improvements to support future growth in the county. Responsible for producing annual reports on the long-term and short-term wastewater system capacity needs, and identifying the capital projects needed to meet the demands of future growth in the county.  Monitors the status of the wastewater collection system and treatment flows and prepares monthly flow status reports. Monitors and reports inter-jurisdictional flows for compliance service agreements. Ensures corrective steps are taken to prevent violation of flow allocations in inter-jurisdictional agreements. In collaboration with wastewater collection division, manages flow studies to evaluate the amount of Inflow and Infiltration (I/I), potential sources of I/I, and effects of I/I reduction efforts in the wastewater system. Ensures excellent customer service is provided to general public, consulting engineers and developers.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; and five years of progressively responsible professional experience in the appropriate engineering or architectural field.

PREFERRED QUALIFICATIONS:
Proven ability to effectively manage multiple programs and projects, provide strong leadership, provide creative problem-solving, and work collaboratively. Excellent verbal and written communication skills. Thorough knowledge of the principles of engineering, and hydraulics. Working knowledge of hydraulic modeling, and gravity and pressure sewer line construction methods and practices.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required. Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a professional engineer or registered architect, signs and seals own work product and/or that of subordinate staff.
