Job Announcement

Works as part of Land Development Services (LDS) and directs the Site Review and Inspections Division (SDID) with approximately 65 staff members. The selected incumbent is expected to:

  • Work closely with staff, industry and partner agencies to oversee all regulated site development activities within the county;
  • Provide daily management of the division to resolve complex issues with competing technical and value interests associated with specific private development projects;
  • Establish and facilitate implementation of long-term strategies, goals and objectives to balance the key role that SDID plays in the county's economic success program with the regulatory obligation to meet local, state and federal codes;
  • Oversees the review and inspection of all proposed site plans, subdivision construction plans and record plats to ensure consistent and timely application of all applicable codes, policies and procedures and federal and state laws;
  • Promotes a project management approach to plan review and inspections;
  • Creates and fosters positive working relationships with county leaders, private industry and the public;
  • Serves as a key leader in the LDS organization and a member of the LDS executive team;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to the following:
graduation from an accredited four year college or university with major coursework in engineering or a related field; and, eight years of progressively responsible experience in the appropriate engineering field or environmental science field, two of which must have been in a supervisory capacity.

PREFERRED QUALIFICATIONS:
Experienced in leading and/or managing a large organization. Proven success in building and fostering business relationships. Experienced in facilitating resolution of complex technical issues amongst external and internal stakeholders. Experienced in contributing to strategic planning, business process improvement efforts and implementation, and change management. Solid understanding of land development process. Ability to negotiate, problem solve, and deliver creative solutions. Prior experience working in or with local government. Excellent verbal and written communication necessary.

CERTIFICATES AND LICENSES REQUIRED:
The following is required:

  • Possession of a valid Erosion and Sediment Control Combined Administrator certification within 18 months of appointment.
  • Possession of a valid Virginia Professional Engineer (PE) or Architect (RA) license. An individual who possesses a valid PE or RA license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
  • Completion of the first required training class (Basic Storm Water Management in Virginia) within 6 months of appointment and possession of a valid Storm Water Management Combined Administrator certification within 24 months from the date of completion of the first required training class.
  • A valid driver's license is required.
