(a) The governing board of a school district may, during the 2019–20 school year, apply to the department for a grant to fund a semester- or year-long course in ethnic studies that the governing board of the school district would require each pupil to complete while in any of grades 9 to 12, inclusive, in order to receive a diploma of graduation from high school.(b) The department shall award grants for purposes of subdivision (a) between July 1, 2020, and the commencement of the 2020–21 school year. The department shall award grants to applicant school districts in rural, urban, and suburban locations and shall include, among other school districts, applicant school districts
with underrepresented pupil groups. The department is encouraged to award a grant to at least one school district within each of the 11 California County Superintendents Educational Services Association regions. The grants shall be for a period of three school years from the 2020–21 to the 2022–23 school year, inclusive.
(c) During the duration of the application and grant implementation period, the department shall provide professional development and technical assistance to school districts for purposes of applying for and implementing grants.
(d) The governing board of a school district that receives a grant pursuant to subdivision (b) shall require, for the 2020–21, 2021–22, and 2022–23 school years,
each pupil to complete a semester- or year-long course in ethnic studies while in any of grades 9 to 12, inclusive, in order to receive a diploma of graduation from high school. The governing board of a school district shall base any course required as part of the grant program on the model curriculum in ethnic studies adopted pursuant to Section 51226.7.
(e) Both of the following types of pupils shall not be required to complete a course in ethnic studies as part of a grant program undertaken pursuant to this section:
(1) A pupil that is graduating from high school in the year 2021.
(2) A pupil that transfers to the school district participating in the grant program during the pupil’s last year of high school.
(f) (1) The department shall, at the conclusion of the grant program, review the grant program, in consultation with school districts that participated in the grant program, and produce a report that contains best practices and recommendations for including an ethnic studies course in the state’s high school graduation requirements.
(2) The report shall include, but is not limited to, any program implementation issues, a description of what credentials the instructors of the ethnic studies courses held, any training provided to instructors, any resources offered to instructors, the course titles and syllabi for all courses required as part of the grant program, and any impact the courses had on school climate.
(3) The department shall submit the report to the Legislature in compliance with Section 9795 of the Government Code on or before March 1, 2024.
(g) Implementation of this section is contingent upon funding being provided for its purposes from private or public sources.
(h) This section shall become inoperative on March 1, 2028, and, as of January 1, 2029, is repealed.
