General Description

This position is responsible for performing complex (journey level) consultative services and technical assistance work involving planning and implementing Texas Parks and Wildlife Department (TPWD) agency Sustainability Program statewide, which includes utility management and conservation efforts.  Work involves implementing programs that support agency sustainability efforts and goals by providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and/or the general public.  May train others.  Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualification Guidelines

MINIMUM QUALIFICATIONS:
Education:

  • Graduation from an accredited college or university with a Bachelor's degree and major course work in Environmental Science, Sustainability, Energy Engineering, Energy Management, Waste Management or a closely related field.
Experience:
  • Two years experience in sustainability program implementation;
  • Experience in environmental sustainability reporting and/or conducting emissions calculations;
  • Experience managing budgets, finances and procurement;
  • Experience producing statistical analysis and reporting;
  • Experience in program administration.
Licensure:       
  • If driving is required, applicant must possess a valid State driver's license;
  • Must possess or be able to obtain, within one year of employment, accreditation as US Green Building Council LEED Associate.
NOTE: Retention of position contingent upon obtaining and maintaining required licenses.

ACCEPTABLE SUBSTITUTIONS:
Education:
  • One additional year of the required experience in sustainability program implementation may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.
PREFERRED QUALIFICATIONS:
Experience:
  • Three years experience in sustainable program implementation including but not limited to facility, utility, waste, recycling, energy management planning and operations;
  • Two years experience in social marketing, traditional marketing methods, newsletter development, or information distribution. 

Knowledge, Skills and Abilities

  • Knowledge of sustainable practices including energy efficiency, water conservation, and/or waste minimization;
  • Knowledge of local, state and federal laws related to utility and fuel management;
  • Knowledge of local, state, and federal waste management practices including recycling and composting systems;
  • Knowledge of water efficiency measures and water conservation techniques;
  • Knowledge of energy, utility management, procurement, practices and conservation measures;
  • Knowledge of public administration and management techniques;
  • Knowledge of facility maintenance and green building methods;
  • Knowledge of statistical analysis process, program and project development, implementation and management;
  • Knowledge of research techniques;
  • Knowledge of budget processes;
  • Knowledge of training and marketing techniques;
  • Skill in using MS Word, Excel, Outlook; Publisher, PowerPoint, and Adobe Acrobat Pro;
  • Skill in effective verbal and written communication;
  • Skill in problem solving, identifying, researching, locating, assembling and disseminating information to accomplish tasks independently with little or no direct supervision;
  • Skill in identifying measures or indicators of program performance;
  • Skill in establishing and maintaining teamwork environment and achieving goals and objectives leading a group of team members;
  • Skill in gathering information, evaluating results, and producing professional reports;
  • Skill in statistical analysis and/or performing emission calculations;
  • Skill in using software such as word processing, spreadsheet, database and operating computers and applicable software;
  • Skill in organizing large amounts of information and multiple tasks;
  • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;
  • Skill in using website publishing software;
  • Ability to create and compose written materials with grammatical accuracy;
  • Ability to develop, evaluate, and interpret policies and procedures;
  • Ability to administer and market statewide programs;
  • Ability to research data, compile information and prepare concise reports;
  • Ability to coordinate, perform and analyze energy audits and analysis, make recommendations, create and manage projects for energy efficiency;
  • Ability to speak in public and to small and large audiences, provide training classes;
  • Ability to research new ideas, products and techniques, place into practice;
  • Ability to conduct energy audits, which may involve climbing on ladders and/or accessing hard-to-reach areas;
  • Ability to perform manual labor including, lifting supplies and materials up to 30 lbs.;
  • Ability to conduct work activity in accordance with TPWD safety program.

Additional Information

WORKING CONDITIONS:  

  • Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
  • May be required to work overtime as necessary;
  • Required to perform work outdoors, occasionally in difficult environmental conditions;
  • May be required to hike across uneven terrain to evaluate remote systems;
  • Required to perform manual labor including, lifting supplies and materials up to 30 lbs.;
  • May be required to operate a State vehicle;
  • Required to travel 15% with possible overnight stays;
  • Non-smoking environment in State buildings and vehicles
