Position Summary

GENERAL STATEMENT OF DUTIES: Plans, organizes and manages the activities of the Transportation Services Department; performs related work as required.

DISTINGUISHING FEATURES OF THE CLASS: The Director of Transportation Services performs professional and administrative work in managing, coordinating and planning the activities of the Transportation Services Department. This role also includes ensuring staff are receiving adequate training (i.e. City Intercultural Competency Training) to provide equitable and excellent municipal services. An important component of this position will be to work as part of an internal team to create a more data-driven, high performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation. The Director of Transportation Services functions with wide latitude under the supervision of the City Manager. Work is reviewed by the City Manager through reports, conferences and results achieved.

Job Duties

EXAMPLES OF WORK (ILLUSTRATIVE ONLY):

ESSENTIAL: Plans, organizes and manages the operations of the Transportation Services Department; establishes and monitors safety standards for transit and parking operations; plans, implements and monitors transit service changes; assists the Public Works Department in preparing the fleet maintenance budget and resolving fleet maintenance issues; develops vehicle specifications and recommends and coordinates major vehicle and equipment purchases; supervises fiscal control and reporting functions of the transit and parking activities, including budget planning and programming, grant activities, internal audits, fixed asset and property accounting and ridership and route performance; serves as project manager for the department; completes research projects including economic studies and business climate surveys; participates in computer systems management; participates in the development of public relations and marketing programs and activities; serves as the department representative on personnel and legal matters; assists with the administration of collective bargaining agreements; provides instruction on safety and improved workplace procedures and methods; evaluates and reviews employee performance and assists in the selection of employees; investigates cost saving methods, materials and procedures; writes requests for proposals and bids; reviews and analyzes methods and performance to find ways of increasing effectiveness and efficiency and improving service delivery; negotiates tenant leases and confers with tenants regarding lease and building operations concerns; participates in Leadership Team meetings; attends conferences and other educational meetings and reviews professional literature to keep current on new developments in public transit and parking systems; reviews and prepares long range plans, budgets (operating and capital), work programs and reports; supports, controls and administers the budget for the department; provides courteous, equitable and prompt response to customer inquiries; interprets department activities through news releases, presentations, radio, television and newspaper interviews and contacts with various cultural community groups, both public and private; maintains good public relations and provides equitable customer service; participates in the city's intercultural competency training and program.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES:

ESSENTIAL: Considerable knowledge of the principles and practices of community and economic development and transportation planning concepts; considerable knowledge of federal, state and local rules and regulations governing the use and operation of a public transit system; considerable knowledge of the operations of fixed route and demand responsive transit systems; considerable knowledge of the current trends and developments in transportation services and systems; knowledge of the drug and alcohol testing regulations, the Americans with Disabilities Act and Title VI of the Civil Rights Act as they apply to transportation services and public facilities; considerable knowledge of the occupational hazards and safety precautions related to the duties and responsibilities of the positions in the department; knowledge of best practices related to providing high quality public services, including use of technology, marketing, customer service and behavioral economics; considerable knowledge of alternative service level (modified zero-based) budgeting systems and performance based evaluation systems; considerable knowledge of the methods and techniques for preparing a multi-year capital improvement program; knowledge of diversity, equity and inclusion; knowledge of organizational development concepts, techniques and philosophies; analytical and public speaking skills; skill in the use of applicable computer software programs; ability to analyze complex problems and to write detailed analytical reports; ability to communicate effectively, both verbally and in writing; ability to keep accurate records; ability to plan, assign, supervise and coordinate the activities of employees; ability to determine long range needs and to plan and organize work for the accomplishment of objectives; ability to promote and market the utilization of the transit and parking systems; ability to initiate, organize and plan work to meet defined objectives; ability to work with the public tactfully and to establish and maintain effective working relationships with Transit Board members, employees, City, state and federal officials, representatives of other agencies and the general public; ability to communicate and interpret transit and parking ordinances, policies and programs to public and private groups, agencies and the general public; ability to perform a variety of tasks without close supervision; ability to respond to customer inquiries in a courteous, equitable and professional manner; ability to make decisions, recognizing established practices, and to use resourcefulness and tact in solving problems; ability to teach staff and model best practices centered on equity in alignment with the City's mission; demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to be a team player; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork.

ACCEPTABLE EXPERIENCE AND TRAINING: Considerable management experience in the public or private sector that includes oversight of vehicles and facilities and supervision of employees; experience working with and supervising a diverse workforce; graduation from an accredited college or university with a degree in transportation, planning, public administration, economics, business administration or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
