A Message from the Director

Dear Friends,

Did you know that Shawshank State Prison in the film “Shawshank Redemption” is actually the Ohio State Reformatory in Mansfield?

The Reformatory is one of the top castle-resembling structures in the U.S. featuring a variety of architectural styles like Victorian Gothic, Richardsonian Romanesque, and Queen Ann. Three other major motion pictures were filmed at the Reformatory, including "Tango and Cash," "Harry and Walter Go To New York," and "Air Force One."

Correctional facilities are much different in the 21 st century than they were during the days of the Ohio State Reformatory. Today these facilities are engaged in a wide variety of cost reduction measures related to energy usage.

OAQDA has a long history of working with our state partners, and we pride ourselves on the collaboration with our colleagues in other agencies.

We have financed energy improvements at many of Ohio's correctional facilities. The result is the reduction of energy usage, lower emissions, cleaner air and significant financial savings in the operational budgets for those institutions.

In fact, over the past five years, OAQDA has worked with the Ohio Facilities Construction Commission (OFCC) on six projects totaling more than $53 million in project costs. Five of those projects are highlighted in this newsletter.

OAQDA is very proud of this work with state institutions, and we hope you enjoy reading about these projects.

The Ohio State Reformatory, built in the late 1800's, served as a state penitentiary until 1990. Today it is open to the public for tours.
State Correctional Facilities Upgrade Equipment with OAQDA Financing
  • Southeastern Correctional Facility: Approved in November 2017
  • Mansfield and Richland Correctional Facilities: Approved in January 2018
  • Belmont and Nobel Correction Facilities: Approved in March 2018

These projects contain a wide range of energy reduction measures that include lighting replacements, boiler replacements, laundry facility replacement, instrumentation/controls, steam plant efficiency upgrades and chiller replacement.

The combined project cost for these facilities totals more than $21 million. It is estimated that the energy reduction results in a total cost savings of more than $2 million per year.

The environmental impact for these projects is 11,000 tons of carbon dioxide reduction. The cumulative effects of these measures are equivalent to removing 3,126 cars off the road, the energy used by 1,646 homes, or the amount sequestered by 18,002 acres of U.S. forest for one year.
