FDA Gives Produce Farmers More Time On Water Standards
FDA
The FDA has announced plans to extend the deadline for produce farmers to comply with a water-quality standard by two to four years, depending on the size of an operation.

The water regulations, which were finalized in 2015 and are one of the most controversial aspects of the Food Safety Modernization Act, are aimed at preventing deadly pathogens like E. Coli from coming into contact with fresh fruits and vegetables by requiring additional testing and monitoring activities by growers.

They, along with state officials tasked with providing technical assistance, say they want more time because the regulations are onerous and difficult to understand.

The FDA also will delay routine state inspections on produce operations - originally set to begin during 2018 - until the spring of 2019, Commissioner Scott Gottlieb told the National Association of State Departments of Agriculture meeting in New Orleans. Gottlieb acknowledged that the agency's approach to water standards was too complicated and in some cases too costly.

WI Legislature Passes State Budget
WI Capitol
The WI Legislature has completed its work on the 2017-19 state budget recently.

The WI Senate passed the state budget last Friday 11 weeks after it was due thanks to a last-minute deal with reluctant Republicans, sending the $76 billion spending plan to Gov. Scott Walker who promised to make several unspecified vetoes to secure the deal. Walker could sign the plan and issue vetoes as early as this week.

Disagreement within the Senate Republican caucus over transportation and the overall spending level contained in the bill threatened to stall further action.   Long-term funding issues involving transportation were left largely unaddressed in the version of the budget passed.

The bill made no changes to the gas tax or standard vehicle registration fees, as requested by Gov. Walker, but did establish a $75 fee for hybrid-electric vehicles and a $100 fee for electric vehicles.   It also includes an overall bonding level of $402 million over the biennium. This was down from the governor's proposed bonding level of $500 million.
