IL Senate Overrides Gov's Budget Veto, House Expected To Follow
|
IL's Republican Gov. Mark Rauner vetoed a budget plan that gained final approval from the Democratic General Assembly earlier Tuesday. But less than an hour later, the State Senate overrode his vetoes of the three bills in the package.
The budget package would raise taxes on businesses from 5.25 to 7 percent and from 3.75 to 4.95 percent on individuals. No substantial reforms on property taxes, workers comp or pension is in the Democrats' plan. The measures now await action in the House, where 15 Republicans broke ranks with the Gov. over the weekend to approve them. Expectations are that the House will join the senate in voting to override Rauner's veto.
The accompanying spending plan would have the state spend a little more than $36 billion, about $4 billion more than it currently takes in from taxes
After overriding the Gov's vetoes the Senate remains in "continuous session" and has recessed until the call of the Senate President. No date for the Senate to return has been specified.

WI GOP Leaders In Closed-Door Budget Negotiations

Republicans who control both the WI Assembly and Senate
closed-door negotiations regarding the WI state budget and the the biggest sticking points are: transportation, K-12 funding and property taxes.
The state's new fiscal year began on July 1 without lawmakers and Gov. Scott Walker enacting a new state budget. Thus, spending levels from the previous two-year budget cycle carry over into the new one, enabling state agencies to continue operating. However, a protracted standoff could impact transportation projects because road projects in the last budget relied heavily on borrowing - a one-time measure that, unlike regular spending, doesn't carry over into the new budget cycle.

The Environmental Protection Agency (EPA) and Army Corps of Engineers have officially stripped the "waters of the U.S.," or WOTUS, rule off the books, by sending a withdraw order to the Federal Register.
EPA Administrator Scott Pruitt told a Senate appropriations subcommittee that following withdrawal of the old rule, the replacement rule would be issued by the fourth quarter of this year or the first quarter of 2018, at the latest.
The proposed withdrawal comes with a 30-day comment period. In Congress, the energy and water spending bill released by the House Appropriations Committee would allow EPA and the Corps to withdraw the rule "without regard to any provision of statute or regulation that establishes a requirement for such withdrawal," such as the Administrative Procedure Act, which requires agencies to consider public comments before adopting new regulations.

MWFPA was saddened to learn of the passing of Del Monte Foods' Chip Bahr, who passed away on June, 23, 2017. He was 54 years old.
Chip was an active member of the MWFPA Raw Products Committee and instrumental in all facets of the processing industry during his career with the Larsen Company in Cambria, WI, Del Monte Foods, Seminis and Harris-Moran.
