AGENCY DESCRIPTION 

Mayor James F. Kenney, on his first day in office on January 4, 2016, re-established the Chief Integrity Officer position in the Office of the Mayor to “promote honesty, integrity, and transparency and accountability throughout the Executive and Administrative Branch in the day to day operations of City government.”

The mission of the Office is to uphold the public’s trust by ensuring that the City operates with fairness and integrity, uncompromised by conflicts of interest, political affiliation, favoritism, or other unfair considerations.

The Office of the Chief Integrity Officer (CIO) promotes these values by:

  • Providing education about the City’s ethics rules and the Mayor’s Executive Orders to City employees and the public.
  • Developing policies to make sure the City operates responsibly and with integrity.
  • Improving access to City information.
  • Implementing Effective compliance procedures and processes.

Reporting directly to the Mayor, the Office works throughout the Executive and Administrative Branch to: 

  1. Create and support a comprehensive program for the identification, prioritization and management of compliance risk to proactively prevent wrongdoing;
  2. Provide trusted advice and guidance to the Mayor, City officials, employees, boards and commissions and vendors about applicable City and mayoral ethics laws and policies, including the receipt of gifts;  
  3. Oversee the regulatory environment in which city departments, agencies, authorities, boards and commissions operate to assure adherence to ethical standards, as well as efficient and timely reporting, as mandated by the Mayor, City and State;
  4. Improve transparency and accessibility to City information and open data; and,
  5. Handle other projects, as directed by the Mayor and the Chief of Staff.

Job Description

The Chief Integrity Officer is a Cabinet level position that reports directly to the Mayor and the Mayor’s Chief of Staff. Situated within the Office of the Mayor, the Office of the Chief Integrity Officer seeks to prevent potential wrongdoing by proactively addressing ethical issues within the Executive Branch.  

Principal Roles and responsibilities:

  • Monitor all aspects of City procurement and contracting; the disposition of City property, facilities and equipment and the provision of City services to ensure their operations are in compliance with the law and are being conducted in an open, honest and transparent manner;
  • Responsible for actively promoting and maintaining a strong culture of ethics awareness and compliance within the Executive Branch of government.
  • Provide high quality, trustworthy and timely guidance to the Mayor and to all employees and members of Boards and Commissions that report to the Mayor about laws, policies, regulations and Executive Orders related to integrity, transparency and accountability within City government.
  • Communicate the City’s ethics rules to outside vendors, to the public and, in partnership with the Mayor’s Communications Office, to the media.
  • Act as a resource to City departments, offices and agencies on ethics concerns raised during the RFP, RFQ and negotiation stages of City contracts.
  • Monitor the implementation of programs funded by the Philadelphia Beverage Tax: Rebuild, PHL PreK and Community Schools. The Chief Integrity Officer is a member of the Rebuild Oversight Board.
  • Assist City Departments on ethics-related aspects of compliance with the City’s pay-to-play law, The Philadelphia Code, Chapter 17-1400. 
  • Create and provide in-person trainings and educational materials on ethics-related topics for internal and external audiences.
  • Recommend new and strengthened ethics policies for consideration by the Mayor, City Council and the Philadelphia Board of Ethics.
  • Work collaboratively with other City agencies involved in ethics enforcement including, but not limited to, the Office of the Inspector General and the Philadelphia Board of Ethics.
  • Supervise and provide direction to the Deputy Chief Integrity Officer and to Integrity Officers who serve as liaisons to the Office of the Chief Integrity Officer to ensure timely dissemination of ethics-related information.
  • Undertake projects at the request of the Mayor and Chief of Staff, as assigned. 
  • Serve as chief ethics advisor to the Mayor.

Qualifications

  • At least 5 years of professional work experience in an ethics or compliance role. 
  • At least 5 years of leadership experience in managing projects or people.
  • Law degree preferred, but equal weight will be given to experience in previous ethics or compliance positions.  
  • Strong understanding of the City of Philadelphia’s public integrity and contracting laws and how they relate to real life experiences.
  • Proven track record of working with diverse stakeholders to effectively monitor compliance with applicable laws and to ensure necessary changes are implemented in accordance with regulatory requirements.
  • Proficient with Microsoft Office tools, including Word, Excel and PowerPoint.

  • Ability to model impeccable ethical behavior. 
  • Highly motivated and passionate about the importance of integrity in government.
  • Thorough understanding of state and local ethics laws, rules, regulations, Executive Orders applicable to the Mayor, as well as to employees and Boards and Commissions in the Executive Branch of government. 
  • Capable of leading projects and initiatives spanning broad subject matters, including City contracting/procurement/use and disposition of City property laws and procedures.  
  • A strong understanding of City of Philadelphia internal operations related to contracting, procurement and land disposition is highly desirable.   
  • Creative, strategic and progressive thinker with the ability to work independently and collaboratively.
  • Ability to thrive in a high profile, fast-paced and rapidly changing environment with a demanding workload.
  • Comfortable delivering unwelcome ethics guidance to individuals at all levels of government and resisting pushback.     
  • Demonstrated record of achievement and success in leadership positions requiring the utmost discretion and exemplary judgment.
  • Extremely well-organized and attentive to details.
  • Strong interpersonal skills with a history of building strong, trusted and cooperative work relationships with individuals at all levels of an organization. 
  • Ability to quickly get to the heart of a situation, to issue thorough and well-informed guidance and to take quick and decisive action.
  • Excellent oral and written communication skills, including the ability to communicate clearly and concisely to diverse audiences.
  • Comfortable and confident public speaker.
  • Values and encourages diversity of thought, background and perspective.
 

Additional Information

Qualified applicants will be required to submit a writing sample on an ethics scenario, assigned by the Chief Integrity Office, and must respond to the prompt within 48 hours. At least two references must be made available upon request.
