Fully Free: The Campaign To End Permanent Punishments

Boldly reforming the criminal legal system.

 

The Fully Free Campaign works to dismantle the laws and regulations that govern permanent punishments, which are the barriers that deny or restrict rights and opportunities for people with a record -- long after their involvement with the criminal legal system is over.

In Illinois, 3.3 million adults have been arrested or convicted of a crime since 1979, with people of color most impacted. There are 1,189 permanent punishment laws and regulations in Illinois, mostly denying people housing, education, and employment.

The Fully Free Campaign centers the leadership, power, and expert knowledge of people with lived experience who are most impacted by the criminal legal system in order to drive change.

Advancing equity through research

The criminal legal system targets and oppresses Black, Indigenous, and people of color—especially people experiencing poverty—at every step, and the impact is shown in our data and stories. The ripple effects of permanent punishments are devastating to children, families, and marginalized communities of color across Illinois.

Calling for comprehensive policy change

Too many people in Illinois are suffering from permanent punishments. We cannot roll back each policy one at a time: this is an emergency. We need Illinois to act to make sure that people with records can fully participate in society and be free.
