Windows Key (left and right) not announced when "Speak Commands" is on. #12079

Steps to reproduce:

Press NVDA+4 to enable the feature "Speak Command Keys".
Press either the left or right Windows Key.

Actual behavior:

The name of the key is not announced. You just hear "start menu" as the start menu opens.

Expected behavior:

The name of the key e.g. Left Windows should be announced before the above mentioned announcement of the start menu.

System configuration

NVDA installed/portable/running from source:

Installed.

NVDA version:

2020.4 RC1

Windows version:

WindowsVersion 2004 (build 19041.804)
2020

Name and version of other software in use when reproducing the issue:

Just go to the desktop to reproduce the issue.

Other questions

Does the issue still occur after restarting your computer?

Yes.

Have you tried any other versions of NVDA? If so, please report their behaviors.

Yes. Same behavior with, at least, beta 4, possibly earlier as well.

If addons are disabled, is your problem still occuring?

Yes.

Did you try to run the COM registry fixing tool in NVDA menu / tools?

No.

Please note that any modifier (shift, control, etc.) is not reported as command key.
The case of Windows key is a bit different since it is either a modifier key (when pressed with another key) or a normal command key when pressed alone to open the windows menu.
Also the Alt key is a modifier when it is included in a key combination but a command key when used alone to focus the app's menu bar.

Still the case with NVDA 2022.1 beta 3. When I press the left or the right Windows key in keyboard help, the names of the keys are read out fine. And it is that behavior I would like to have the ability to toggle on and off outside help mode.
