Ronald K. Machtley Appointed to the Naval War College Foundation Board of Trustees

The Naval War College Foundation (NWCF) is pleased to announce the unanimous appointment of the Honorable Ronald K. Machtley to a three-year term on its Board of Trustees. Machtley has been a steadfast supporter of the U.S. Naval War College (USNWC) as a Life Member of the NWCF, and brings decades of experience in higher education, military and public service, and nonprofit leadership to the Board.
“The Honorable Ronald K. Machtley represents the caliber of highly professionalized trustees who have a proven record of distinguished service in business, academia, the military, and nonprofit organizations on a national scale,” said Philip M. Bilden, NWCF Chairman. “I am grateful that he has volunteered his considerable expertise in higher education, fundraising, legislative and political affairs, and national security and U.S. Navy advocacy to the Foundation.”
Machtley’s military and national security career began after graduating from the U.S. Naval Academy in 1970. He served five years on active duty in the U.S. Navy as a Surface Line Officer and retired as a Captain from the U.S. Naval Reserves in 1995 after 25 years of service. In addition, Machtley earned a Juris Doctor from Suffolk University Law School in 1978 and was admitted to the bar in Rhode Island, Massachusetts, and Florida. He was a practicing attorney before his election to the United States Congress in 1988.
Machtley served three consecutive terms in the United States House of Representatives and was a member of the House Armed Services Committee and co-chair of the Military Educational Sub-Committee. He was the ranking Republican on the Small Business Committee’s Minority Enterprise, Finance, and Urban Development Subcommittee. While in Congress, Machtley introduced the bill and initiative that enabled the USNWC to offer Master’s Degrees. As a former participant in the College’s war gaming, he understood the importance of the program. He spearheaded the effort to appropriate funds for the new wargaming facility and enhanced library.
Most recently, Machtley served as the seventh President of Bryant University before his retirement in 2020. His 24 years of leadership at Bryant made him one of the longest-serving university presidents in the country. During his tenure, he led the transformation of the institution from Bryant College to Bryant University and oversaw impressive growth in enrollment, academic programs and athletics, facilities, and endowments, which earned recognition both regionally and nationally. Machtley was honored several times professionally throughout his career and was inducted into the Rhode Island Heritage Hall of Fame in 2018.

Machtley currently serves on the boards of Taco, Inc., the Warren Alpert Foundation, and Amica Mutual Insurance. He is the Past President of the Rhode Island Public Expenditure Council and continues to serve on its Board of Trustees. He has also served on the board of the Rhode Island Foundation, the Preservation Society of Newport County, and the Rhode Island Association of Independent Colleges and University Presidents Forum. He resides in Portsmouth, RI with his wife, Kati.
Benjamin Lescault New Administrator Grace Barker Health
Grace Barker Health, a skilled nursing, short-term rehabilitation, assisted living and adult day health provider located in Warren, announces that Benjamin Lescault, MSHCA, LNHA, ALRA has been promoted to administrator. The announcement was made by Mark and Mary Beth Lescault, co-owners of Grace Barker Health.
At age 26, Mr. Lescault is one of the youngest, most experienced administrators in the United States to lead an elder care organization. He grew up in the family business and most recently served in the capacity of assistant administrator where he was responsible for overseeing staff operations; facilities management; monitoring inventory and distribution of products and services; assisting with business planning, budget development and marketing; and other operational duties. Previously, he served Grace Barker Health as environmental services assistant.
Prior to joining Grace Barker Health, he was administrative intern at a nursing home in Newport, R.I., a position he held while pursuing his bachelor of science degree in healthcare administration and management with a minor in business administration (2018, magna cum laude) at Salve Regina University (Newport). He earned his master of science degree in the field of healthcare administration at the University.
Lescault is certified by the Rhode Island Department of Health as a licensed nursing home administrator and assisted living residence administrator.
“Long-term care is in Ben’s career DNA as he literally grew up at Grace Barker, pulling bingo numbers and playing with his toys as a child in the hallways,” states Mary Beth Lescault, whose mother established Grace Barker Nursing Home in 1966. “Now as the third generation of our family’s leadership, he will continue the legacy of caring for and providing quality elder services throughout the East Bay community and beyond. We are so proud of his accomplishments.”
East Providence Names Human Resources Director
Robert S. Perry as the city’s new human resources director.
Perry will oversee all personnel matters in the city’s Human Resources Department.
In addition, Perry will be responsible for management training, recruitment, performance evaluation systems as well as contract negotiations. He will be responsible for addressing the Administration’s goals to update the city’s policies and procedures, IT infrastructure in HR and create a robust employee training program to train employees on supervisory and other skills.
“Mr. Perry’s more than 15 years in a leadership role as an administrator, principal and IT expert with vast experience in dealing with policies, procedures and education will be invaluable to the position of Human Resources director,” Mayor Bob DaSilva said. “Mr. Perry’s unique set of skills, education, and background will be a great fit for our team and the City of East Providence.”
Perry is principal at Riverside Middle School, where he has increased parent engagement, took a leading role in hiring teachers and staff, led a number district-wide curriculum efforts, and founded the RMS Chapter of the National Junior Honor Society. Perry will remain in his role as principal at Riverside Middle School until January 30, 2023. Perry is slated to take on his new role with the city in early February.
Before taking the lead at Riverside, Perry served as acting and assistant at Edward R. Middle School.
Perry served as a Latin teacher at East Providence, Barrington and Attleboro High Schools and adjunct lecturer at the University of Rhode Island.
“Having worked with families in East Providence over three decades, I understand the priorities of the people of our city and their expectations of government,” Robert Perry said. “I am really looking forward to helping to build on the same enthusiasm that Mayor DaSilva has brought to East Providence over the past four years.
“It is an exciting time to work in East Providence,” Perry added.
When Perry is not spending time with family, performing as a musician or on the slopes snowboarding, you can find him volunteering as a Little League, Youth Soccer and Youth Wrestling coach and serving on the Rhode Island Principal’s Committee on Athletics’ Board of Directors.
Perry earned his Doctorate of Education at Northeastern University, Master of Education at Providence College and Bachelor of Arts in classics at the University of New Hampshire.
