A bill for an act
relating to higher education; establishing a community and technical college grant;
authorizing rulemaking; appropriating money; proposing coding for new law in
Minnesota Statutes, chapter 136F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The board must develop a grant program according to
this section. The board must develop policies and adopt rules as necessary to implement
and administer the program.

new text begin Eligibility. new text end

new text begin (a) A student is eligible for the grant under this section if:

new text begin (1) the student is a resident student under section 136A.101, subdivision 8;
new text end

new text begin (2) the student is enrolled in a community or technical college;
new text end

new text begin (3) the student discloses to the college any previous college coursework; and
new text end

new text begin (4) at the end of the previous semester, the student had not earned 60 college credits.

new text begin (b) In determining the number of college credits a person has earned, the college must
include previously earned credits that may be transferred to the college. Credits for remedial
or other development courses do not count toward this limit.

new text begin An eligible student must receive a grant award equal to the
student cost multiplied by the phase-in percentage. The student cost is equal to the cost of
tuition for the semester minus any federal grants or scholarships applicable to that semester.
The phase-in percentage equals ten percent for fiscal year 2020, 20 percent for fiscal year
2021, 30 percent for fiscal year 2022, 40 percent for fiscal year 2023, 50 percent for fiscal
year 2024, 60 percent for fiscal year 2025, 70 percent for fiscal year 2026, 80 percent for
fiscal year 2027, 90 percent for fiscal year 2028, 100 percent for fiscal year 2029 and later.

fund to the Board of Trustees of the Minnesota State Colleges and Universities for community
and technical college grants under Minnesota Statutes, section 136F.39. The base for fiscal
