The Greeley City Council will vote Tuesday on a strategic housing plan, which outlines the steps officials would take to meet a goal of building 5,557 homes in the next five years.The big picture: The strategic housing plan includes nine major strategies:

  • Amend the city’s development code to promote more housing choices by correcting zoning mismatches and initiating rezoning areas
  • Develop financial strategies to minimize infrastructure costs for new workforce housing
  • Engage alternative housing providers
  • Improve the housing product mix
  • Address the impact of raw water costs on housing affordability
  • Complete subarea and neighborhood plans to allow for complete neighborhoods that feature affordable and market housing
  • Create more options for ownership, move-up and executive housing
  • Encourage vocational training and apprentice programs
  • Facilitate the development of manufactured home parks

The city’s goal is to encourage a wide range of housing, from affordable to executive homes, to meet the city’s growing need. City officials estimate that more than a decade after the Great Recession started, the city is short 1,100 homes that would have otherwise been built between 2008 and 2013.
