Reporting to the Senior Water Control Systems Planning Engineer, the Waterway Planning Engineer provides technical support for the evaluation, planning, water management/ feasibility studies and preliminary design of watercourse systems, crossings structures, erosion control structures, and flood control structures. The Engineer undertakes water management investigations, evaluations, , planning exercises related to agricultural drainages, flood prevention works, and infrastructure preliminary designs. The Engineer also assists in preparing correspondences, planning exercises and program-related documents for the supervisor.

Qualifications:

Essential:

  • Bachelor-level degree in Engineering (Civil, preferred). Registered (or be eligible for registration) as a Professional Engineer with the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM), with appropriate scope of practice in Water Resource Engineering.
  • Experience in  water resources engineering  in the delivery of Water Management and Flood Mitigation projects.
  • Experience in preliminary designs of water course systems, crossing structures, erosion control structures, and flood control structures.
  • Experience with hydraulic modeling, hydrologic modeling and ArcGIS software.
  • Effective written communication skills, including ability to prepare technical and non-technical correspondence and reports.
  • Strong analytical, problem solving, and decision making skills.
  • Strong  organizational and time management skills with ability to manage multiple priorities and meet deadlines.
  • Strong verbal communication and interpersonal skills to communicate effectively with internal and external contacts.

Desired:

  • Knowledge of statistical hydrologic analysis, reservoir routing procedures and techniques.

Duties:
• Undertakes various hydraulic modeling tasks including dam breach analyses and inundation studies.
• Performs planning exercises, preliminary designs of water course systems, crossing structures, erosion control structures, and flood control structures.
• Performs water management and watershed scale feasibility studies, which includes evaluating various flood mitigation options and performing cost–benefit analysis.
• Assists the Senior Water Control System Engineer in the full cycle of various water management and flood mapping studies as required: data acquisition and processing, hydrologic assessment/ hydrodynamic modeling, post processing of model results, flood mapping, project management. 
• Assists Senior Engineers in developing proposals, various technical and non-technical documents and correspondences.
• Responsible for ensuring his or her technical knowledge is up to date and actively liaises with technical organizations.
• Attends meetings as required with other government departments/agencies, municipalities, and various interest groups to discuss matters related to water management and system planning, hydraulic and hydrologic investigations.
