The Ground Water Quality Bureau is seeking applications for the position of Water Resources Professional II.

The position is a mid level professional position in the Pollution Prevention Section and is responsible for ensuring consistency and timely agency action regarding protection of ground water quality, operations and closure at wastewater discharge sites.  This is accomplished through the evaluation of complex technical documents including; treatment plant operational plans, groundwater and surface water abatement plans, environmental investigations and feasibility studies, closure plans, project management and regulatory oversight.

How does it get done?

This position provides expertise in highly specialized technical fields of Geology, Hydrology, Geochemistry, Hydrogeology, Chemistry, or Environmental Science for assessing appropriate actions for operations and closure of domestic, industrial and wastewater reuse facilities and whether those facilities are in compliance with their discharge permits.

– Review discharge permit applications, treatment facility operations and closure plans, water quality investigations and monitoring reports
– Draft permits
– Inspection of facilities
– Oversee corrective actions and abatement plans
– Review and evaluate closure activities for sites that discontinue discharging
– Maintain organized and regularly updated paper and electronic files for each assigned discharge permit and abatement plan, including monitoring reports and permitting actions.

– New Mexicans to protect and restore the environment.
– Occasional contact with external Federal, State and Local regulatory bodies to include contractors, and environmental not for profit organizations.

Ideal Candidate

The ideal candidate will have experience in the following:

– Regulatory oversight and providing critical review and written comment on technical water resources documents
– Project management
– Wastewater treatment plant operations
– Groundwater investigations
– Closure design
– Oversight of wastewater facilities

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License.  Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work will primarily be performed in an office setting during normal business hours.  This position will require extended periods of sitting, typing and reviewing documentation, working on a computer and attending meetings both virtually and in person.  There may be repeated periods of bending, squatting, and walking in the building.  In-state travel, including some overnight travel is required.  Outdoor field work is required in all types of weather conditions.
