WeWorld Background:

WeWorld is an INGO working across 27 countries and is part of ChildFund Alliance (CFA). WeWorld has a long-term experience in implementing multi-sectorial responses emergencies (e.g., Syria, Palestine, Haiti, Mali). In Ukraine WeWorld has been providing multi-sectoral lifesaving assistance in Lviv, Kyiv, Kharkiv and Odessa Oblasts, and in newly liberated areas leveraging on existing partnership and capacity to timely identify and respond to needs.

WeWorld offices are so far established in Lviv, Kyiv and Kharkiv and within the next month in Mykolaiv to coverMykolaiv/Kherson operation.

Main Duties and Responsibilities:

Under the direction and supervision of the Program Manager, the WASH Technical Engineer will be responsible for implementing and following up the project activities in relation to WASH services repairs and support in WeWorld areas of operation, mainly: Kharkivska, Mykolaivska and Khersonska Oblast.

In particular, she/ he will be requested to:

  • Technical responsibilities:
  1. Manage WASH projects to guarantee that technical implementation, scope, time, and quality are in accordance with WeWorld rules and regulations.
  2. Lead the design process and oversee compliance of technical specifications for the implementation of the required WASH services supports and repairs.
  3. Lead the development of BoQs for WASH rehabilitations, including rehabilitation WASH servicesin health facilities, rehabilitation of water and wastewater centralized/decentralized systems, etc.
  4. Contribute to prepare the tender documents, specifications and BoQs, working in close coordination with the WeWorld Finance/Procurement unit to ensure that the required materials and items are procured and delivered to the respective sites in a timely manner.
  5. Guarantee the quality of the output and alignment to international and national standards and donor requirements.
  6. Monitor and follow up the schedule with contractors in the field and prepare and sign completion certificates. Work closely with the Finance/Procurement Dept. of WeWorld to ensure adequate contracts management, close-out procedures and final payments to the contractors.
  • Management responsibilities:
  1. Coordinate the WASH Unit of WeWorld in field operations in Kharkiv, Mykolaiv and Kherson Oblast, ensuring that adequate and relevant capacity building is provided to the members of the teams.
  2. Maintain effective and active communication with all the stakeholders. Make sure that relevant and necessary information is transmitted to the WeWorld Program Manager and to the members of the WASH team under her/his supervision.
  3. Provide timely field activity reports and data in line with WeWorld internal procedures, WASH Clusters and donors guidelines.
  • Representation:
  1. Representing the organization in humanitarian coordination meeting and with local authorities whenever requested by WeWorld Program Manager.
  2. Perform such other duties that may be assigned.

Required Qualifications:

Education & Experience

  • Master’s degree in civil engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, Geology or a related field from an accredited academic institution with three years of relevant professional experience; or
  • University degree in the above fields with five years of relevant professional experience.
  • Experience in the design and implementation of WASH infrastructure, rehabilitation and service in the country.
  • Knowledge and Management of supplier contracts and technical requirements in the country.

Languages & Skills

  • Working language Ukrainian.
  • Fluency in English (oral and written)
  • Ability to work with limited supervision.
  • Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.

Desirable Knowledge

  • Experience in humanitarian emergencies;
  • Expertise in Microsoft office software.
  • Monitoring and Evaluation (M&E) Skills;
  • Data Management skills

The candidate is requested to cover approx. the 70% of the time in the field operations within Kharkivska, Mykolaivska, Khersonska Oblast as requested and planned by WeWorld Program Manager and in line with organization Safe&Security policy and procedures.

WHAT WE OFFER

Type of contract: a first 3 (three) months collaboration contract subject to evaluation; a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract with social benefits guaranteed as per national labor legislation.

Economic conditions: to be defined according to WeWorld Salary Scale: Base Salary (seniority/role held).

Annual leave: 2,5 days/month (working days)

Health insurance: covered.
