MassDEP seeks applicants for the position of Environmental Analyst V (EA V).  In this position, under the direction of the of the Western Regional Office (WERO), Bureau of Water Resources (BWR) Deputy Regional Director or their designee, the EA V will serve as the Chief of the Drinking Water Section and will be responsible for supervising the operations of the Drinking Water Program, including but not limited to, the supervision of the division’s Environmental Analysts and Environmental Engineers.  This position will be subject to a hybrid work environment located at the MassDEP WERO office located in Springfield, MA.  Specific duties for this position include, but are not limited to, the following: 

  1. Assign and manage the review and the processing of Drinking Water permit applications and the review of engineering plans and reports;
  2. Issue various approvals related to the Drinking Water Regulations;
  3. Interpret and make permitting and compliance determinations on complex drinking water issues utilizing Massachusetts laws, regulations, policies and guidance;
  4. Oversee the compliance and enforcement activities within the Drinking Water Program;
  5. Track complaints, assign investigations and ensure timely investigation and resolution of complaints;
  6. Oversee the management and tracking of data, permit applications, compliance determinations, etc.;
  7. Ensure work with the data management group to update data tracking systems;
  8. Ensure the implementation of relevant environmental regulations, policies, and procedures;
  9. Provide technical support to WERO drinking water staff, operators/owners of drinking water facilities, and public officials on a range of issues including water treatment and distribution system approaches;
  10. Participate in the policy and program development;
  11. Conduct and attend technical, enforcement, and public meetings; and
  12. Perform other related job duties as assigned.

Preferred Qualifications:   

  • In depth technical knowledge and experience with MassDEP Drinking Water regulations, policies and guidance. 
  • Demonstrated proficiency in reviewing engineering plans and technical reports related to drinking water operations and treatment systems. 
  • Supervisory experience, including planning and assigning work, conducting periodic work evaluations, and motivating staff to work effectively, and demonstrated ability to manage professional staff performing a wide range of technical and regulatory activities.
  • Ability to manage multiple tasks and meet strict deadlines.
  • Experience in interacting and coordinating with federal, state and local officials, consultants and general public on Drinking Water Program matters.
  • Demonstrated ability to collaborate and work in a team.
  • Enforcement experience preferred.
  • Demonstrated leadership skills and excellent written and oral communication skills.
  • Proficiency in using Microsoft Office (Word, Excel, Access, Outlook) and online coordination platforms (TEAMS, ZOOM).

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. 

Substitutions: 

I. An Associate’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* 

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. 

NOTE:  Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
