Why does the job exist?

The Surface Water Quality Bureau (SWQB) preserves, protects, and improves New Mexico’s surface water quality for present and future generations. To support the SWQB Mission, this position serves as a River Stewardship (RSP) Project Officer managing water quality and stream habitat improvement projects, and implements other activities of the Nonpoint Source Management Program (NPSMP) and Wetlands Program Plan (WPP) described at www.env.nm.gov/surface-water-quality/nps-plan and www.env.nm.gov/surface-water-quality/wetlands, respectively.

How does it get done?

This position serves as a RSP Project Officer and is responsible for managing and providing oversight for stream and watershed restoration projects, which may include development of agreements and scopes of work, oversight/management of outside contracts and consultants with specific intended outcomes, and participating in other project-related activities such as stakeholder meetings and outreach opportunities. In addition, the RSP Project Officer will assist the RSP Coordinator with drafting Requests for Proposals (RFPs); coordinate and participate in evaluation committees that review proposals or applications; conduct procurement for large and small projects; track and report expenditures to the Program Manager and RSP Coordinator; conduct site evaluations of completed work; complete required project reporting; conduct or support watershed-based planning and wetlands planning in cooperation with partner organizations; review Clean Water Act Section 404 permits and permitted activities; draft Clean Water Act Section 401 water quality certifications; assist with review and comment on New Mexico Mining Act permit applications for regulated mining activities that may impact surface water quality; provide technical support for water quality protection; coordinate with other agencies to support implementation of the Nonpoint Source Management Plan; and conduct education and outreach.

This job is done for all New Mexicans to protect and restore the environment. This position may have occasional contact with external Federal, State and Local regulatory bodies as well as
contractors and environmental not for profit organizations. This position will have contact with internal staff as well.

Ideal Candidate

An ideal candidate will have the following: 1) A bachelor’s degree or higher in hydrology, natural resources management (including range, wildlife, or forest management), or fisheries biology; 2) Experience with restoration and habitat improvement methods applicable to streams and wetlands; and, 3) Knowledge of New Mexico’s rivers and streams and the state and federal agencies responsible for their management.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. • If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver’s License.
