Objective and Purpose of the Assignment

Georgia has received financing from the Asian Development Bank (ADB) under the Urban Services
Improvement Investment Program and intends to apply a portion of this loan for eligible payments under
the consultancy services. The United Water Supply Company of Georgia (UWSCG) is a state owned company
administered by the Ministry of Regional Development and Infrastructure of Georgia. UWSCG implements
construction and rehabilitation projects for water supply and sewerage systems.

Scope of Work

UWSCG is offering recruitment for the one-year period with further possible extension for an
Environmental Consultant (The Consultant) on a lump sum based contract. The Consultant will play an
advisory role to client in handling Environmental tasks/issues. He/she will help UWSCG to ensure
that all physical works under the implementation of all planned and ongoing projects comply with the
suitable regulations. Carrying out this assignment would imply daily cooperation with the UWSCG.

Detailed Tasks and/or Expected Output

The Scope of Services provided by the Consultant shall include, but shall not be limited to, the
following:
2.1. Determining the level of compliance of ongoing and planned projects with donor organizations’
environmental requirements;
2.2. Preparing/reviewing/updating different environmental documents as per requested under projects;
2.3. Preparing relevant environmental documents (IEE, etc.), if need be, for ongoing and/or planned
projects prior to new impact and approval prior to project implementation – Urban Services Improvement
Investment Program;
2.4. Preparing/updating relevant environmental documents for Variation Orders as per requirements;
2.5. Monitoring mitigation measures defined by IEE, and, if necessary, preparing relevant document and
following the set procedures;
2.6. Preparing environmental monitoring reports (monthly, semi-annual, annual), as per donors’
requirements, for projects’ each milestone;
2.7. Providing consultation to supervision or civil works company on environmental issues in the course
of project;
2.8. Reviewing environmental documentation prepared by the contractors; providing comments if necessary
and finalizing documents, as well as, following procedures set in documents;
2.9. Maintaining permanent communication channel with and providing consultation to project stakeholders
and local population; if necessary, organizing public hearing and participating in it;
2.10. Conduct all necessary activities needed in line with environmental issues;
2.11. Maintaining active communication with different state agencies, communities, donor organizations
and other stakeholders;
2.12. Raising the knowledge level of civil works and supervision companies and providing relevant
trainings in environmental issues;

Minimum Qualification Requirements

3.1. Work experience: Preferably 10 years of general work experience, at least 5-year work experience in
infrastructure projects’ environmental management and monitoring (international water and/or wastewater
projects will be advantageous in terms of environmental experience);
3.2. Education: candidates having environmental science/engineering, agro ecology, geological sciences,
engineering hydrology, biology or related background will be preferred;
3.3. General knowledge of environmental regulations of donors;
3.4. Sound knowledge of relevant national legislation;
3.5. Good communication skills;
3.6. Fluency in written and spoken English is mandatory. Knowledge of Georgian as native language is
required.
