The proposed bilateral SWISSTAP Project aims at strengthening key critical conditions of urban water supply services, to improve reliable access to safe water in Indonesia and thereby promoting socio-economic opportunities. To achieve the above-mentioned objective, the project is structured into three components:

Component 1: Water Safety Plan development and implementation. Component 1 intends to support 5 medium-sized water utilities in their critical endeavour to develop and implement their Water Safety Plan. It will select committed water utilities and their Local Governments through a call for proposal. Selected partners will then receive technical assistance and capacity development in the development, financing and implementation of the Water Safety Plan for their service areas. The support will mainly focus on the areas of technical and strategic planning, quality water treatment, adequate distribution system and efficient water quality monitoring. Based on a performance-based approach and subject to first results on institutional reform and capacity development4, the implementation of Water Safety Plans will be supported with catalytic investments and advisory to mobilize and leverage financing for capital investments, as well as the development of Safe Drinking Water Zones (Zona Air Minum Prima”, ZAMP) in 2-3 of the supported municipalities.

Component 2: Improve skills development in the water sector. Component 2 intends to improve educational quality for current and future utility employees at selected public training institutions. It will do so by developing competency-based water education modules for non-formal trainings. This component will build upon the Water Utility Human Resource Development Roadmap developed through the USAID-SECO Partnership Component of the IUWASH PLUS Project (Annex 3 of ItB). This will include knowledge transfer of Swiss vocational education expertise through the involvement of qualified Swiss institutions and experts where appropriate.

Component 3: Strengthen the regulatory framework in the water sector. Component 3 intends to establish a Technical Assistance Fund that supports key public sector actors at national level, in close collaboration with the national associations of water utilities (PERPAMSI) and of municipalities (APEKSI) and their regional chapters, in their efforts to improve the regulatory framework for reliable and safe water services. This demand-driven TA facility will be key to address open regulatory and technical issues related to the promotion of safe drinking water.
