The “Water Supply and Sanitation for refugee settlements and host communities in Northern Uganda” (WatSSUP) Programme is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). GFA Consulting Group GmbH is supporting the implementation of the programme and is looking for a full-time Water Utility Advisor based in Lira to support the implementation of its activities with Northern Umbrella for Water and Sanitation (NUWS) at the regional level under Output B of the Programme.
 
The aim of the WatSSUP programme is to ensure sustainable water and sanitation services in selected refugee settlements and host communities through supporting the transition from humanitarian-led water supply to government-owned utilities. Key implementing partner is the Ministry of Water and Environment (MWE), together with its decentralized agencies. The geographical implementation area is in the refugee hosting districts Yumbe, Madi Okollo and Terego with a focus on nine refugee-hosting sub counties and the three refugee settlements (Imvepi, Rhino and Bidibidi). The WatSSUP Offices are in Arua, Lira and Kampala.

Job description

The GFA Water Utility Advisor is based in Lira and works in close cooperation with the GIZ team and the Northern Umbrella for Water and Sanitation (NUWS). The Water Utility Advisor is assigned to Output B of the WatSSUP Programme (Strengthening the capacities of the regional structures of the MWE with a close focus on the NUWS) and supports the NUWS in the transition of Water Supply Systems (WSS) from humanitarian management to the Utility model and thus the Operation and Management by the NUWS.

The expert is responsible for the following tasks and deliverables:

  • Advise the NUWS on the transfer of Water Supply Systems from Humanitarian actors/UNHCR to the Umbrella Authority (Utility Model), including an operator model and a transition road map
  • Facilitate and supervise the upgrade of up to 30 Water Supply Systems (WSS) that are supported by GIZ WatSSUP
  • Conduct regular steering meeting with the NUWS and UN-WMZ and document them accordingly, and participate in WatSSUP meetings.
  • Effective coordination and collaboration with the WatSSUP colleagues (GFA and GIZ) within other Output areas in Arua, Yumbe, Madi Okollo, Terego and Kampala as well as other Development Partners (e.g., KfW)
  • Knowledge management, data management and report writing for Output B – related documents
  • Professional management of the GFA Lira-based office and the assigned support staff
  • Perform other duties and tasks at the request of the Team Leader.

 The expert will report to the WatSSUP Team Leader. The deliverables and reports are to be prepared according to the structure and format in accordance with WatSSUP External Communication Guidelines (“Communicating with one Voice”).

Qualifications

  • Education/training: Master’s degree in relevant subject (Civil, Water, Mechanical engineering, or a related field)
  • Languages: Excellent command of spoken and written English
  • Professional experience: 8 years of professional experience
  • Regional experience: 5 years of work experience in Eastern Africa, ideally in Uganda
  • Other knowledge, additional competences:
    • Excellent knowledge of the WASH Sector in Uganda and demonstrated knowledge of the Development and Humanitarian sector in Uganda, including knowledge and understanding of the Comprehensive Refuge Response Framework (CRRF)
    • Knowledge and work experience within the refugee response sector and good understanding of the international refugee policies and their implications.
    • Knowledge and work experience within the water utility sector will be an added advantage.
    • Competent in the field and in the office when it comes to engineering related tasks
    • Excellent understanding of capacity development and proven track record of advising governments and/or other agencies within the context of international development
    • Excellent IT skills (esp. writing of official documents, presentations)
    • High degree of self-motivation and team spirit in a multi-cultural and inter-disciplinary team
    • Ability and willingness to travel in the project region and to Kampala
