Key Responsibilities:

PURPOSE OF POSITION

The purpose of this position is to provide technical support and guidance in the planning and design of WASH and Infrastructure projects, allocating resources to each of the project’s stages, and overseeing the engineering processes of all constructions, of World Vision Malawi ensuring constructions are of high quality, sustainable, community demanded and community managed.

Portfolio Management

  • Oversee the construction of all WASH and Constructions infrastructure within the WV Malawi office across all sectors
  • Develop a portfolio management system to help on timely completion of all WASH and Construction Infrastructure projects.
  • Develop monitoring tools for different types of WASH and Construction Infrastructure projects and attendant monitoring schedules
  • Perform engineering designs and scientific calculations, performs design work, preliminary analysis, and layout under the supervision of WASH Technical Program manager.

End Results Expected

  • Inventory of all projects established at the beginning of the FY or as soon as the projects I approved
  • Priority matrix exist for the planned projects

Planning

  • Preparing work schedules in collaboration with the project manager.
  • Conduct projects feasibility and assessments to inform Go or No Go of the infrastructure projects
  • Perform cost calculations and prepare financial projections.
  • Carry out engineering survey works, and revise engineering designs to “suit” depending on site conditions so that construction project as implemented should meet design specifications and sustainability requirements.
  • Design water schemes, such as gravity fed water schemes or other water supply technologies and associated structures, such as pumping stations, pipe work, and earthworks (the scale of the design may range from an initial outline to a full, detailed design);
  • Prepare other Infrastructure designs for all the other sectors within the Malawi office
  • Prepare Bills of quantities/ materials schedule to guide project managers on budgeting

  • Designs and BOQs submitted to project managers during proposal and budgeting process

Project implementation and Monitoring

  • Ensure all WASH and Construction Infrastructure projects are duly initiated in a timely manner
  • Oversee construction engineering processes for all projects.
  • Prepare tender documentation for use by Supply Chain Management while sourcing for vendors
  • Perform field investigations, inspections and design analysis for surface, ground water, piped water projects and all other constructions by WV Malawi office.
  • Using appropriate tools, monitor the progress of projects from beginning to end – from the feasibility stage, to design through to construction and handover
  • Present technical data or project results to both technical and non-technical clients and colleagues
  • Prepare regular reports on progress in projects.
  • Hold regular progress meetings with contractors to review project performance and address challenges to implementation
  • Present construction project progress updates to the Technical projects managers and the Programs team.

  • All constructions are in accordance with established technical standards including materials and building techniques
  • All construction processes are documented and detailed construction logs kept.
  • Regular tests on materials and procedures conducted to ensure compliance with industry regulations.

People management and capacity building

  • Train staff and partners in best-practice WASH and construction modalities and approaches;
  • Hold regular progress meetings with staff to review project performance and address challenges to implementation
  • Facilitate awareness raising of staff, contractors and partners in key Construction standards to ensure that all infrastructure meet all Engineering standards
  • In collaboration with Quality Assurance and Program Design Unit train WASH & Infrastructure staff and partners in design, reporting, monitoring and evaluation;

KNOWLEDGE, SKILLS AND ABILITIES

List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner.

Minimum education, training and experience requirements to qualify for the position:

Bachelors’ degree in the following technical programme: B.Sc. Civil Engineering/ Water and environmental Engineering.

 M.Sc in Hydrogeology/ Water Resources Engineering/Geology

MA in project planning and management will be preferred.

Additional technical practical skills in GIS and Water mapping

At least 5 years’ experience as a construction engineer in Water Infrastructure development and/or other Civil engineering works

Exceptional leadership, project management, decision-making, and problem-solving skills.

License, registration, or certification required to perform this position:

Government of Malawi engineering Registration

Effective in written and verbal communication in English

Preferred Skills, Knowledge and Experience:

Advance proficiency in construction management software, such as BuildSmart and Smartsheet/ AutoCAD, Civil 3D, EPINANET, engineering software and thorough knowledge of MS Office.

Great mathematical, organizational, and time-management

Ability to use of geophysical instruments)

In-depth knowledge of construction industry regulations

Proposal and concept paper development.

Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints;

Strong analytical and practical problem-solving skills;

Sound Project Management experience
