Water For People aims at improving WASH initiatives by supporting government at national, State and district level by providing comprehensive technical assistance in program planning, management, capacity building, monitoring and coordination support. Water For People has initiated a Technical Support Unit (TSU) for the Government of West Bengal to provide techno-managerial assistance to improve the coverage of key sanitation hygiene and water services interventions and services in the state and district.
Position Summary
The consultant will play a vital role in strengthening government service delivery and its coverage in Water, Sanitation and Hygiene. The position will be engaged in extensive program support to identify gaps and guide the development interventions based on evidence during different review meetings at district level. The Consultant will support the State Lead – West Bengal in managing the Technical support Intervention of Water For People and coordinate with the government considering the organization Vision and Mission on priority.
Duties and Responsibilities
Work under the guidance of the W.B State Sanitation Mission Director in coordination with the Water for People State in Charge, West Bengal. To support the state planning implementation and monitoring of SBM ii by following a system strengthening approach Review of existing training modules and strategy of the State and develop or align the capacity building (application of digital content) and skill development strategy in discussion with the department. Support inter-departmental coordination with other stakeholder departments at the state and the district level. Coordination with other NGOs, funding and technological organizations for providing support for digital content creation, attestations, guided mentoring etc. Direct support in South 24 Prg and Birbhum district with support from existing District Support Specialists placed by WFP for SLWM intervention Support PnRD – Sanitation Mission Program in integration of IEC and digital content-based capacity building content in technical training modules as applicable. Identify and describe key institutions, functional actors and knowledge partners and their role in the roll out of training in discussion with Water For People India and support in organizing state level Capacity Building and Skill Development related joint meetings as required. Review of existing monitoring or MIS system and alignment between Water For People ‘Level of service’ and ‘Level of sustainability’ and develop the monitoring framework and share with the State for integration or as a reference for planning. Support the State in evaluating the flagship program of ‘SBM 2(Mission Nirmal Bangla)’ specially in two pilot districts-South 24 Pargana and Birbhum and if required other priority districts as required. Support in development and demonstration of capacity building plans and tools for behaviour change communication to create awareness around the scheme for community led planning, implementation, and O&M to support source and system sustainability. Support the State in charge, Water For People in developing modules and IEC materials for capacity building of service authority and service provider and support in replication of the best practices and help in delivering the desired objectives in other districts of the state. Maintain good working relation with PRD, and related departments like PHED to promote convergence and effective implementation of SBM 2 and JJM Develop learning and knowledge products that communicate project findings and lessons learned and capture pilot innovations. Extend support towards sharing of best practices and success stories to State specific portals and relevant websites of the State. Extend support to PnRD State Sanitation Mission or assigned bodies for preparation of reports and action plans as required. The State Consultant will be involved in regular coordination with the district consultants at South 24 and Birbhum regarding planning and progress. Contribute significantly to the execution of the overall project strategy and work plan and achievement of project results Participate in various national/international WASH networks, meetings, as appropriate to represent the project and ensure collaboration with relevant technical work Other duties as assigned by the line manager. PnRD (State Sanitation Mission and SRLM), PHED, BRAIPRD, UNICEF, Water For People team and other related departments as required.
Educational Criteria – Postgraduate/ Graduate degree from a recognized University in social sciences, Rural Development, Management, or a related field. Minimum 10 years of experience working in public health or WASH domain, with demonstrated familiarity in the field. Experience working with the UN/ development agencies and with the Government at state level is preferable.
Key Skills & Competencies: Candidates with Behavioral Competencies like – Analytical ability, planning and prioritizing, problem solving, communication, building relationships, flexibility, creative thinking will be considered Candidates with Technical Competencies like –  Sound knowledge of government schemes and guidelines relating to Water and Sanitation.  Knowledge and experience in developing WASH/ public health training content and in organizing and facilitating training and learning events is expected; Knowledge and experience in capacity building and skill development preferably in WASH domain. Additional skills – Excellent writing and presentation skills (English and Bengali) is a basic requirement; Computer knowledge including the internet and various office applications is essential.
