Position Summary:
The next Assistant Director of the Watershed Protection Department will have several exciting challenges to address and areas of opportunity in which to excel. Under the leadership of the WPD Director, the Assistant Director will oversee personnel in the Project Design and Delivery branch engaged in design and delivery of projects, which include reducing the impact of flooding, erosion, and water pollution across the City of Austin. The successful candidate will also lead support services related to Asset Management, Private-Public Partnerships, non-profit partnerships, and have a good understanding of how to delivery complex projects within the City of Austin. They will be instrumental in driving the department’s capital improvement programs ( CIP ) and project delivery for maintaining environmental water quality, erosion, and managing stormwater.

Preferred Experience:

They understand and appreciate the importance of equity and empathy in the workforce and have extensive experience and knowledge to affect positive change. The next Assistant Director is expected to think analytically, using data – both quantitative and qualitative – to problem-solve, assess divisional performance, and communicate collaboratively with other City departments and key external stakeholders. The ideal candidate understands change and risk management and will help the department stay aligned with the strategic direction of the City of Austin and the department strategic plan.

The Assistant Director must be an excellent communicator, capable of building relationships and advocating for departmental missions while engaging with City leaders at all levels, key external stakeholders, and the public. The ideal candidate has experience overseeing capital program management projects using traditional and alternate project delivery methods.

  • Proven executive experience
  • Experience working in or with government teams to deliver complex projects
  • Project Management Professional ( PMP ) Certification
  • Experience with environmental programs, water quality, and stormwater.
  • Experience in finding innovative ways to obtain grant funding
  • Experience overseeing design and project delivery teams to complete capital improvement program projects.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Develops and implements short and long range strategies, plans, programs, and personnel that provide administrative, managerial support, fiscal management, program planning, and evaluation. Determines goals, objectives, and resource requirements for activities within the division. Develops, revises, and implements standard operating practice, policy, and procedure governing the division. Ensures division is in compliance with all governmental regulations, ordinances, directives, and city practice, policy, and procedure. Assists in the development, management, and monitoring of the departmental budget, ensures department operates within appropriated budget. Recommends, and as applicable, approves major purchases and expenditures. Acts as liaison to city departments, consultants, contractors, and governmental agencies. Responds to and resolves sensitive inquiries and complaints, and issues from both internal and external sources. Prepares and presents reports by compiling, reviewing, and analyzing data; provides written and/or oral reports. Investigates and resolves consumer and citizen inquiries and/or complaints. Presents to City Council, boards, county/state/federal officials, vendors, contractors, and the general public.

Responsibilities- Supervision and/or Leadership Exercised:

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
