JOB DESCRIPTION

Role and responsibilities:

The WASH Assistant (PHE) will assist the WASH Project Officer in providing support in the development of NRC’s WASH programming, particularly on the emergency WASH response, Water supply, Sanitation Intervention and Hygiene Promotion as guided by the WASH strategies and context and will assist the Project Manager in overall planning and design of on-going projects and future projects. The WASH Assistant role is the primary community entry and community engagement role.

Generic responsibilities:

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the support function
  6. Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
  7. Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as Shelter, Education and Food Security
  8. Collect primary information for reports preparation, receive information from community and relay to NRC Office and coordinate with the M&E team.
  9. Play a key and fundamental role in community mobilization and convening community meetings.
  10. Coordinate with the WASH cluster partner staff, NGOs/INGOs/UN agencies and Govt Line agencies to avoid any duplication of services

Specific responsibilities:

  • Conduct Rapid Cholera WASH Needs assessments, case investigations and sanitary survey in areas of cooperation to define transmission context.
  • Conduct technical surveys for WASH infrastructure, and provide preliminary information for cost estimates based on location prices and market situation.
  • Implement WASH and surveillance activities
  • Collect primary information for reports preparation, receive information from community and relay to NRC Office and coordinate with the M&E team.
  • Collect data from the community workers/volunteers and prepare regular reports on WASH and Cholera activities and monitor progress.
  • Supervise construction and rehabilitation of water and sanitation facilities and ensure all construction is done with quality as per guiding documents.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: CC Manager
  • Area operations: Support Coordinators
  • Staff capacity building: CC Manager, Area Program Manager, Area Manager
  • Implementation: CC Manager

The WASH Assistant has a delegated management role for community volunteers, casual workers and field monitors

Key external stakeholders the post has relationships with INGOs, local NGOs, civil society, contractors, governmental bodies and local government leaders- sheiks,

List of budgets covered by post holder, and size of budget

Information:

Competencies:

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Some knowledge of English

Context/ Specific skills, knowledge and experience:

  • Bachelor’s Degree in Civil Engineering.
  • At least 1 year of technical experience in WASH and construction fields.
  • Proven ability to use MS Office software (especially Word and Excel) and competent in email communication with MS Outlook or Other related software.
  • Proven ability to use engineering software such as AutoCAD, and other related software.
  • Strong context assessment skills and ability to communicate to the office on time.
  • Able to communicate, collaborate and share tasks with other NRC (Shelter, Education, FSL and M&E) and other NGO field staff.
  • Good understanding of common hygiene promotion and sanitation approaches and Sphere standards.
