Mission and objectives

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization. IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and particularly those in situations of vulnerability, as well as building capacity within governments to manage all forms and impacts of mobility. The Organization is guided by the principles enshrined in the Charter of the United Nations, including upholding human rights for all. Context

Under the overall supervision of Programme Officer (WASH) and the direct supervision of the National Officer, the incumbent will be required to work as a member of a multi-sector team to deliver WASH rehabilitation and recovery activities in the 11 most earthquake affected provinces of Turkey. The incumbent is required to provide Field Team leadership for technical and operational implementation of WASH standards for infrastructure, inclusive community engagement, hygiene and sanitation promotion, women’s leadership and GBV risk mitigation.

Task description

1. Under the supervision and guidance of the Programme Officer, lead field team activities for the rehabilitation and construction of water and sanitation facilities and promotion hygiene, sanitation and water management integrating GBV risk mitigation, women’s empowerment and accountability to affected populations (AAP). 2. Carry out technical and needs assessments and analyze the data collected for the implementation of water, sanitation and hygiene activities to respond to the needs of communities affected by the earthquake of the 6th February 2023. 3. Prepare technical construction drawings, technical specifications and materials specifications for water, sanitation and related hygiene activities. 4. Coordinate with local authorities, AFAD and partners the implementation of WASH activities in the assigned duty station. 5. Monitor the rehabilitation and construction of water and sanitation systems in compliance with agreed work plans and standard operating procedures (SOP) developed by IOM. 6. Support the mobilization of members of the community to facilitate the construction of water and sanitation facilities in a short timeframe as per standard SOPs. 7. Monitor implementation of activities following instructions from National Officer and monitoring tools developed for the project management. 8. Ensure that materials are compliant with the BoQs and instructions as validated by the Programme Officer, keeping records and coordinating with the logistic officer for request and delivery to implementation sites as dictated by the IOM SOPs. 9. Verify constructions and activities are completed to a satisfactory standard and notify the supervisor. 10. Timely and accurate reporting of activities and ensure quality standards as per the SOPs are met for Monitoring and Evaluation (M&E). 11. Organize the distribution of critical relief supplies, including WASH non-food items (NFIs). 12. Establish and maintain accurate and complete records of all equipment and supplies received, stored and distributed to the affected population. 13. Support mainstreaming accountability to affected populations and the GBV integration strategy in every phase of the implementation. 14. Perform other duties as may be assigned by the Programme Officer or the National Officer.

Age: 35 – 80

Nationality: Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

15 years of experience in WASH, including implementation of program. Experience in the field of construction, engineering, and contract management. Experience in using AutoCAD. Experience in implementing disaster risk reduction and response projects highly desirable. Work experience in remote or hardship environments. Experience working with a non-governmental organization and/or international organization an advantage. Strong level of analytical skills and computer literacy. Knowledge of water distribution network repair and maintenance, set up of Surface Water Treatment (SWAT) systems, distribution systems for emergency water provision, and wastewater treatment in emergencies.

Required education level

Living conditions and remarks

Duty Station for this assignment is Hatay not Antakya. Its a system pick/error that will be resolved. Please note that, some of these duty station’s hardship classification is temporarily updated as “E” due to the earthquake in Türkiye. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. If the local conditions allow, accommodation might be provided to the volunteer in the temporary tent area. UNV Entitlements in a Nutshell for National UN Volunteer : • Current Volunteer Living Allowance (VLA) is USD 1173 USD as of April 2023 and will be paid for “Expertise” differential additionally each month. For Hatay, an additional well being differential (30%) will be paid until August 2023 (with a possibility of extension). • 100% health, life and dismemberment coverage by CIGNA.
