  1. Introduction

Johanniter-Unfall-Hilfe eV. is a German International Humanitarian Non-Governmental Organization that provides international assistance through its Johanniter International Assistance department and its country offices. Johanniter International’s 2027 Strategic Programme objectives include Health, Livelihoods, and Disaster Response and Preparedness for communities affected by conflict and disaster.

Johanniter International Assistance in Kenya began its work in 2011, initially supporting nomadic communities through provision of immediate humanitarian aid. Since then, we have expanded our aid together with partner organizations and support affected communities in developing sustainable and climate-adapted agriculture, diversified income opportunities, and securing water supplies.

2. Project Background

Johanniter International Assistance and its partner AIC-Health Ministries (AICHM) are currently implementing a food security, nutrition and WASH project in Nasinyono village Nanam ward in Turkana County. The overall objective of the project is to contribute toward breaking the cyclic nature of food insecurity in Turkana County.

Specific objectives of the projects are:

  • To increase sustainable food production by promoting drought-resistant and environmentally viable crops.
  • To strengthen community resilience by preventing moderate acute malnutrition through improved access to quality and adequate locally produced food and enhance the self-help capacities of the target group to cope with the negative impacts of natural disasters.

The project integrates WASH activities in its intervention including the drilling of a borehole, water pan construction, setting up of irrigation systems, setting up of a reverse osmosis system and construction of latrines. Currently the borehole has already been drilled, the equipping is ongoing and is expected to be finalized by April 2023. Water pan construction and the reverse osmosis is at the tendering stage.

3. Purpose of the Consultancy

The WASH Engineer shall:

  • Provide technical support to Johanniter’s implementing partner in in the supervision of the construction of the water pan, setting up of the reverse osmosis plant and the setting up of the drip irrigation system.
  • Ensure the successful contractor complies with the terms of the contract, safety, environmental requirements and the specified technical requirements for the construction of the water pan, irrigation system and reverse osmosis plant.

4. Timeframe of the Consultancy

Expected Project duration: 45 days staggered over 7 months

  1. Scope of Work

Under the supervision of the Johanniter International Assistance Programme Manager, the WASH Engineer will be responsible for carrying out the following functions and tasks;

  1. Support the day-to-day supervision of the construction works for the water pan, set up of irrigation systems and the installation of the reverse osmosis plant ensuring that the works comply with the technical requirements as per the Bills of Quantities and designs
  2. Lead the development of Standard Operating Procedures on management of the structures including leak detection, repair and distillation, failure of machine operation, repair and maintenance among others.
  3. Review the flow analysis, including yield of water source, discharge amount, and the development/provision of flow data. This should be accompanied by prediction of wet and dry season flow.
  4. Ensure that the systems give priority to sustainable water production, utilization and management.
  5. Ensure compliance with national laws and regulations such as NCA, WRMA, NEMA, safety requirements etc. as well as international water and environment compliance procedures.
  6. Identify and anticipate in a timely manner potential risks and pit falls through technical expertise, escalate to Johanniter and the implementing partner, suggest mitigation strategies and the implementation thereof to ensure proper execution of the works.
  7. Follow the stipulated timelines in the delivery of this assignment.

5. Expected Output and Deliverables

The consultant is expected to undertake:

  1. Weekly reports on the execution of the delimited tasks i.e. the construction of the water pan, the setting up of the drip irrigation systems and the installation of the reverse osmosis plant.
  2. Development and submission of a flow analysis report.
  3. Development and submission of Standard Operating Procedures (SOPs).
  4. Development and submission of a manual of operation and management procedures.
  5. Submit a final report to Johanniter International providing a complete overview of the work done, follow-up activities for monitoring the irrigation systems, reverse osmosis and water pan, risks and mitigation strategies, action plan for attendant works after completion of the works as well as any other information deemed relevant.

6. Johanniter International Assistance (JIA) Responsibilities

  1. The JIA Programme Manager and partner will provide the WASH Engineer with the available data, reports, feasibility study on the water pan and borehole, EIA on reverse osmosis and hydrogeological survey report and any other required secondary information.
  2. JIA and its partner will provide contacts of relevant Ministry Departments in Turkana County if needed.
  3. Provision of logistical support that may be necessary to undertake and complete this assignment i.e., vehicle, accommodation, meals etc.

7. Duration of Work

The expected duration of work 45 days over 7 months in 2023. A day means normal working hours i.e., 8 A.M. – 5 P.M.

8. Minimum Qualifications

The proposals submitted must possess;

  1. A Bachelors’ degree in Civil Engineering, Water Engineering or related field with over 10 years of progressive work experience, including within the last 5 years.
  2. ESSENTIAL: 5 years of experience in WASH – with a biased experience in the latest technologies for water systems geared towards livelihood systems and livelihood production in ASAL/dryland setups.
  3. 3 years of the experience must relate to knowledge and management of water projects targeting community/rural water structures.
  4. Excellent knowledge and experience in the setting up and management of complex water systems. Must have experience in reverse osmosis, drip irrigation, water recharge systems and solar power system equipment.
  5. Full contact details of your 3 most recent references for similar works (within the last 5 years).
  6. Registration with a relevant professional body (e.g. Engineers Registration Board).
  7. Experience working with International NGOs on WASH projects in the ASAL Counties in Kenya is an advantage
  8. Experience working with Local NGOs and County Governments in WASH and infrastructure projects in Kenya is also an advantage
  9. Experience working with Local Communities and structures in WASH related projects.
  10. Ability to design, plan and analyze infrastructure projects.
  11. Ability to meet the agreed timeline and provide technical feedback during the implementation period.
  12. Excellent communication skills.
  13. Excellent Computer literacy skills (Auto Card, HEC-RAS/HEC-HMS, MODFLOW)
  14. Knowledge of the local language is desirable but not a must.

Consultant Academic and Professional Qualification – 20%

  1. Bachelors’ degree in Civil/Water Engineering with delimited number of years actively executing similar projects.
  2. Member of a relevant professional body. (Engineer Registration Board)
  3. Attached CV of the consultant.

Consultant Prior Work Experience – 35%

  1. Evidence of working on WASH projects, especially boreholes, water pan construction, latrines and setting up a reverse osmosis plant in Kenya.
  2. Working experience working on WASH projects in ASAL areas/drylands.
  3. Sample of at least 3 previous assignments on WASH managed and executed that are relevant to the assignment.
  4. Provide 3 references from previous clients

Methodology/Approach – 35%

  1. Outline of methodology and approach to implementing this assignment.
  2. Proposed assignment plan that includes clear timelines for the assignment that demonstrates the understanding of the assignment expectation.
  3. Detailed financial proposal and budget breakdown based on expected daily rates and initial work plan. The budget should be inclusive of all costs required to complete the activities, such as logistics.
  4. The technical Proposal Maximum 15 pages

Language and analytical skills – 10%

  1. Strong analytical and information presentation skills
  2. Fluency in English is mandatory.
  3. A logical flow of tasks planned and execution

Only consultants scoring 75% or above will be invited to participate in the next round of procurement that is the presentation of technical bids.

10. Terms of Payment

Payments will be made based on agreed-upon deliverables on contracting.
