WASH – Programme Data Analyst

Permanent, Full time

The role can be based in the UK (London Office, or one of the following WaterAid Country Programmes – Burkina Faso, Mozambique, Nepal, South Africa, Tanzania, Zambia, Uganda; subject to right to work eligibility in the respective countries.

May require international travel of up to 6 weeks.

This role is a Grade 5 in the UK, and Grade E in Country Programmes.

For UK based applicants, WaterAid is located in Canary Wharf, London and this will be your location and contract base. WaterAid is open and supportive of flexibility. The Accountability and Effectiveness (A&E) team sits in the Programme Support Unit (PSU), part of the International Programmes Department (IPD). The A&E team plays a vital role in defining the business processes that enable WaterAid’s international operation to meet its organisational accountabilities and assure the effectiveness of its work. This consists of shaping the planning, monitoring, evaluation and reporting (PMER) processes and supporting Management Information Systems, providing training and support as needed to embed and develop skills and accountabilities across the International Programmes Department, focusing on our country programmes. This role reports to Planning, Monitoring, Evaluation and Reporting Systems Advisor.

About the role
New business processes for Planning, Monitoring, Evaluation and Reporting (PMER) were rolled out in 2017, supported by a new programme management information system, Project Center (supplied by Newdea). Following this rollout, the focus has been on embedding the processes and Project Center system and supporting Country Programmes to make better use of the data. WaterAid also uses mWater, a digital data collection and analysis tool, to collect inventory data and baseline/endline surveys. Project Center and mWater are together referred to as “Programme Management Information Systems” (PMIS).

The key focus of this role will be to provide support to country programmes and regional teams in data collection and analysis, providing training in person and remotely as required. The post holder will work with colleagues to ensure that project data is of good quality and available when needed. They will additionally play a key role in supporting countries to monitor WASH access and sustainability in the sub-national areas (e.g. districts) where we work.

In this role, you should be accountable for:


Systems support
* Provide day to day support for WaterAid’s programme management information systems: responding to user support requests.
* Work with the PMER Systems Advisor and other colleagues to identify and deliver system improvements and changes.
* Alongside the PMER Systems Advisor, work with regional and country programme colleagues to ensure good quality data is available for reporting deadlines.

Data collection and analysis capacity building
* Provide guidance, capacity development and support for colleagues in designing surveys, data collection tools and conducting data analysis.
* Strengthen the capacity of country programme and regional colleagues to systematically analyse and interrogate programme data to inform decision-making processes and organisational learning.
* Organise and analyse programme data at a global level to inform global decision-making, learning and reporting.

WASH access and sustainability surveys
* Provide capacity building to programme staff through virtual and face to face training, webinars and guidance resources as appropriate in conducting WASH access and sustainability monitoring surveys, and analysing results.
* Support programmes in the use and embedding of WASH access and sustainability survey results into more sustainable programme designs.
* Monitor the use of WASH access and sustainability monitoring results and recommendations.

General
* Answer queries from others in the organisation about our programme data and programme management information systems.
* Participate in A&E and PSU team meetings and undertake other reasonable tasks as requested by the PMER Systems Advisor, the A&E Manager, Head of PSU and IPD Director.
* Liaise with other organisations in the sector to share learning and experiences as well as information generated by our systems and to keep updated on innovative analytical tools and techniques.
* Deputise as appropriate for the PMER Systems Advisor.


About You:
To be successful, you’ll need to have:


Essential skills :
* Educated to degree level in a relevant technical field or equivalent experience
* Experience using and managing online data collection and analytical platforms
* Experience of designing high quality surveys across multiple contexts
* Proven experience of data analysis for decision making
* Experience in effective data visualisation to meet various audience’s needs
* Experience of delivering training and support to technical and non-technical users
* Demonstrates good oral and presentational skills
* Excellent writing skills, ability to disseminate and communicate complex information in a clear and concise manner
* A team player, helpful and supportive, flexible and able to respond to project and team priorities
* Ability to work with people from many different social and cultural backgrounds
* Strong MS Excel skills
* Flexibility in working patterns including work abroad (up to 6 weeks a year)

* Fluent in written and spoken English.

Desirable skills:
* Experience of designing and developing management information systems
* Experience of ICT and development, including mobile data collection
* Experience of building complex queries and working with large and complex data sets
* An understanding and operational experience of managing databases or management information systems.
* A general understanding of the WASH sector, and Programme and Project Planning, Monitoring and Evaluation.
* Fluent in written and spoken French or Portuguese.
