Objective and Purpose of the Assignment
 | The specialist will support supervision of the TAJ Climate- and Disaster Resilient Irrigation and Drainage Modernization in the Vakhsh River Basin Project and its attached technical assistance (Support to Operation and Maintenance and Financial Sustainability of Water Resources Infrastructure) to ensure its smooth implementation. The project was approved by ADB on 1 December 2021 for a grant of $30 million from ADB’s Special Funds resources (Asian Development Fund). The grant agreement was signed on 31 December 2021. The project became effective on 25 May 2022. The physical completion of the project is expected on 30 June 2027, and the grant closing date is 31 December 2027. ALRI is the executing agency of the project, the State Institute of Capital Land Reclamation Construction (SICLRC) of ALRI is the implementation agency, and the PIG is the implementation unit. ADB conducted an inception mission for the project between 2-10 December 2022. |
Scope of Work
| The specialist will report to the ADB project team leader and provide expert review, advice and inputs related to technical and administration aspects. |
Detailed Tasks and/or Expected Output
| The specialist’s activities are expected to include but not be limited to: (i) Examine the project reports, current situation and issues that hinder smooth project implementation. (ii) Provide support to executing agency and ADB to review and improve necessary project administration documentation; (iii) Assist the ADB team and executing agency to address constraints that cause delays in the project implementation; (iv) Participate in review mission which is planned in May 2023 to early June and contribute to discussion and writing of related part of aide memoire; and (v) Other related tasks which ADB Project team leader requires, if any. |
Minimum Qualification Requirements
| The specialist must have a graduate degree (preferably post-graduate degree) in civil engineering, water resources engineering, or related field, ideally with at least 10 years’ experience in designing and preparing irrigation, water resources or similar projects with ADB or international development agencies. Country and regional experience in similar projects is preferred. |
