Tetra Tech International Development  is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party (DCOP) position on a USAID-funded program in the West Bank & Gaza.

The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. The DCOP will report to the Chief of Party (COP) and provide technical leadership and activity oversight across several areas of anticipated focus for the project. This is expected to be a full-time position based in the West Bank.

Responsibilities:

* Work closely with technical and administrative staff, in coordination with the COP, to ensure the integration of all technical areas as well as strong collaboration with donors and local counterparts.

* Provide technical assistance to the activity in one or more specific technical areas, in accordance with the contract statement of work and approve work plan.

* Communicate/work with key stakeholders at municipal and national levels.

* Provide quality control of products prepared by the team and provide technical guidance to partners.

* In coordination with the COP, provide leadership, supervision, and direction to the activity’s field implementation team and additional short-term technical assistance resources.

* Help meet contractual obligations, produce deliverables and targets, and achieve project results as specified by the client.

* Serve as Acting COP as needed

Qualifications:

* Master’s Degree in civil engineering, water resources management, hydrology, or another related field.

* At least ten (10) years of technical experience working in a development context similar to the West Bank & Gaza on programs for water and wastewater operations, economic growth, and conservation of water resources.

* At least five (5) years of experience directly supervising staff and a demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity; USAID project experience preferred.

* Proven leadership, organizational, and writing skills.

* Professional proficiency in Arabic and English is required.

* Prior experience living and working in the West Bank & Gaza or other countries in the Middle East preferred.
