Job Brief

DT Global is seeking a Deputy Chief of Party – Operations (DCOP-Ops) for the anticipated USAID-funded Fragile Waters project.

Overview

DT Global is seeking a Deputy Chief of Party – Technical ( DCOP-T ) for the anticipated USAID-funded Fragile Waters project . This activity will support agile and sustainable water, security, sanitation, and hygiene (WSSH) programming in fragile contexts, with a focus on supporting locally-led approaches . To achieve this goal, the project will undertake the following: 1) conduct rapid analyses to inform water security programming; 2) support water security capacity strengthening for local organizations; 3) provide direct assistance to address evolving water security needs; and 4) advance learning for water security programming.  

The DCOP-T will be responsible for day-to-day oversight and management of the project â€™s technical advisors , developing workplans, strategic engagement approaches, managing activity implementation, and liaising with operations to ensure consistency and timeliness of interventions . The DCOP-T will have demonstrated ability to work in complex environments , remote operating contexts, and manage ment of diverse teams, with a demonstrated commitment to quality, compliance , and timeliness. The DCOP-T must possess the intellectual, communications, leadership, and managerial skills necessary to develop, articulate and assist implementation of the program.  

The DCOP-T will report to the Chief of Party (COP). This position will be based in Washington, DC and is only open to individuals with a legal right to work in the United States . Recruitment is contingent upon successful award of the project, and selection of final applicant is subject to USAID approval.  

Responsibilities  

  • Responsible for assisting the COP in activity oversight, including technical, administrative, operational, and logistical management of the project .   
  • Day to day management of the technical advisory staff to ensure activities are well designed, in accordance with contract impact objectives, and incorporate global WASH best practices.  
  • Leading implementation of the project in the absence of the COP.   
  • Coordinate with subcontractor partners to develop quick-response intervention strategies to respond to challenges in the humanitarian/development nexus  
  • Work with technical advisors and partners to conduct relevant research and planning exercises that helps inform USAID’s global water priorities in fragile contexts  
  • Providing technical assistance for regional coordinators and advisors to make sure planned activities are implemented as per the required standards, policies , and best practices.   
  • Responsible for coordinating with the MEL team for timely and quality reporting of the project’s results and documenting best practices and lessons learned to share with stakeholders and development partners to influence policy and practice at a wider scale.  
  • Coordinate with the DCOP-Ops to improve the Tech team’s administrative, operations, and finance interactions and thereby ensure compliant, timely, and ethical implementation .  
  • Help build a motivated, results-oriented team that is effective in organizing and implementing the work and coordinating with partners.  
  • Work with COP to assure clear communications with clients and stakeholders about project activities and accomplishments.  
  • Represent DT Global and the project to USAID and other stakeholders in public settings.  
  • Collaborate with government and other relevant stakeholders to promote adoption and seek replication opportunities of locally applicable innovations and best practices from the project.  

Minimum Requirements    

  • S/he has at least eight years of relevant professional experience in WASH and or WSSH technical planning, delivery, and learning  
  • Bachelor’s degree or equivalent professional experience required in engineering, economics, public policy and administration, development administration or related field  
  • Experience managing and executing WASH activities for donor-funded programs, including experience leading WASH teams in large international development programs and prior experience developing workplans and activity strategy documents  
  • Demonstrated ability to use MEL findings to inform adjustments to program and maximize project effectiveness  
  • Demonstrated experience with remote implementation, preferably in emergency or humanitarian settings  
  • Experience coordinating with governments, ministries and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques, including those that address capacity weaknesses, preferred  
  • Personnel and resource management, coordination, and decision-making skills along with an ability to troubleshoot.  
  • Demonstrated leadership, flexibility, and resourcefulness in a fast-paced environment .  
  • Demonstrated experience managing and implementing projects remotely and in insecure environments.  
  • Fluency in written and spoken English required ; language proficiency in Spanish, French, or Arabic preferred.  
  • Must have the legal right to work and live in the United States .
