Objective and Purpose of the Assignment

The objective of the consulting service is to provide technical expert services in connection with
testing and commissioning of the BDS and DNIs established under various projects Kathmandu Valley Water
Supply and Sanitation Project ADB Loan -2776 and 3255) and other Nepal Government Financing packages
under KVWSIP.

Scope of Work

The Water Supply and Commissioning Expert (National) will perform a testing and commissioning of the BDS
and DNIs established under various projects Kathmandu Valley Water Supply and Sanitation Project ADB
Loan -2776 and 3255) and other Nepal Government Financing packages under KVWSIP. And Lead the entire
commissioning team (PID, Consultant’s and Contractor’s designated personnel) in flushing, testing and
disinfection of the entire system (BDS, SRTs and DNIs)

Detailed Tasks and/or Expected Output

The Water Supply and Commissioning Expert (National) will perform as following with respect to testing
and commissioning of the BDS and DNIs established under various projects Kathmandu Valley Water Supply
and Sanitation Project ADB Loan -2776 and 3255) and other Nepal Government Financing packages under
KVWSIP.

Lead the entire commissioning team (PID, Consultant’s and Contractor’s designated personnel) in
flushing, testing and disinfection of the entire system (BDS, SRTs and DNIs);

(i) Work closely with Commissioning Expert (International) and DSC-07 during commissioning of BDS, SRTs
and DNIs;
(ii) Interacting with Senior managers/ Engineers/ Consultants/ Contractors/ Technicians and other
stakeholders, including the officials of KVWSMB, KUKL and KUKL branch offices and PID as required to
gain an understanding of the system;
(iii) To ensure that all necessary tests, specified in the contract documents for any relevant sections,
for the Pipes, SRTs, Valves, other Fittings and Accessories and Appurtenances are conducted before the
system is put to service;
(iv) Making field visits and recommend for replacement of any fittings, pipes, and appurtenances to
PID/KUKL as required if any, based on their defects, incompatibility to design, flow obstructions/
interference and inappropriateness to system functioning;
(v) Ensure the proper flushing and disinfection requirements as per standard practices;
(vi) Ensure that the system and it’s accessories in accordance to parameters of design model as far as
practical is calibrated by the contractors and checked and recommended by the consultant;
(vii) Ensure that the network, SRTs and accessories are tested, disinfected and commissioned under a
systematic approach following a methodical planning and it’s execution;
(viii) Work with Commissioning Expert (International) in establishing a system inside KUKL for UFW
control, including leak detection and management, and prompt and efficient repair/replacement of faulty
pipes, joins, accessories when required;
(ix) Involve in conducting job training of technical staff for O&M during commissioning of the schemes
and need identification including broad content design for further training requirements and providing
guidance to development of Checklists and SOPs for future repair and maintenance;
(x) Prepare/update template for step-wise NRW Commissioning Plan to be prepared by the contractor for
each of the DMAs of the DNI works;
(xi) In overall, to ensure that testing and commissioning of the system follows a planned approach and
that the KUKL receives a system that is fairly stabilized and efficient for operation in physical sense,
after calibrations according to acceptable standards;
(xii) Assist PID staff to supervise the construction of transmission pipelines, distribution networks,
storage reservoirs, water treatment plants and other related structures, as deemed necessary;
(xiii) Coordinate with local authorities and other relevant agencies and institutions as required for
the Project implementation;
(xiv) Configure the distribution zones and district metering areas (DMAs) in coordination with KUKL and
its relevant Branch Offices;
(xv) Perform any other relevant tasks within the scope of services as requested by Project Director, PID

Minimum Qualification Requirements

The candidate for this position must have a Bachelor degree in Civil Engineering (preferably post
graduate in water supply and sanitary/environmental/public health engineering or environment management)
with at least 15 years experience including 10 years experience in design, supervision of water supply
distribution network for urban areas. Experience in commissioning of Bulk Distribution System, Service
Reservoirs and Distribution Network System is desirable. Experience of externally funded projects (ADB
or World Bank etc.) will be advantageous.

Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
