About the “Nile Delta Water Management Programme” (NDWM)

The Nile Delta Water Management Programme (NDWM), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), works to support the Ministry of Housing, Utilities and Urban Communities (MoHUUC) and the Ministry of Agriculture and Land Reclamation (MALR) to address challenges in the water and wastewater and irrigated agriculture subsectors.

The overall objective of NDWM is to improve the framework conditions for an efficient use of water in water supply and wastewater management nationwide as well as in irrigated agriculture in the Nile Delta.

Benefitting from several decades of experience in the sector, NDWM adopts a comprehensive approach including both the subsector water supply and wastewater management as well as the subsector irrigated agriculture. Capacity development and human resources development activities are at the cornerstone of the project’s activities.

Among the key partners for implementation are the Holding Company for Water and Wastewater (HCWW) and its Affiliated Companies (ACs) in the governorates, the MALR’s respective departments for agricultural extension and agricultural services, as well as farmers cooperatives and water user groups at the district level.

NDWM puts a focus on the following working areas:

  1. Strengthening management capacities of water and wastewater ACs for an efficient water use.
  2. Initiating measures for efficient water use and climate-sensitive operation of water and wastewater systems by ACs.
  3. Improving the range of advice and services for smallholder farms on water-saving cultivation practices.
  4. Initiating innovative measures and digital applications for efficient water use by smallholder farms.
  5. Strengthening the participation of civil society and women’s groups in water use efficiency.

The activities under the subsector Irrigated Agriculture are within outputs 3, 4 and 5 as described hereunder.

Output 3: Extension Services and Cooperatives

  • Extension Services

Module objective indicator 4

20,000 out of the 80,000 smallholder farmers that have been advised in 4 governorates confirm with examples that they have applied the agricultural extension recommendations for efficient water use.

Output indicator 3.1

10 seasonal recommendations on water-saving cultivation practices are jointly developed by the agricultural extension service and the research centres of the MALR for dissemination via different information channels in 4 governorates.

1,000 out of estimated 2,000 smallholder farmers have used the new services on the improvement of water efficiency offered by 18 agricultural cooperatives in 4 governorates.

Output indicator 3.2

18 agricultural cooperatives each offer 2 additional services for water-efficient farming practices to their member farmers.

Output 4 GIS; water demand planning and water efficient practices

Output indicator 4.1

During the cropping season, 10 out of the total 25 soil and water departments at district level in 2 governorates have submitted 14-day geo-referenced maps with current cropping patterns to the district-level offices of the MWRI for demand planning.

Output indicator 4.2

50 smallholder farms are implementing climate-sensitive and water-efficient farming practices in 2 demonstration sites.

Output 5 women initiatives

160 women groups in 4 governorates have applied 1 out of 5 promoted water efficient measures for the improvement of their income.

Output indicator 5.2

160 women groups in 4 governorates have been qualified by the agricultural extension service on the use of water efficient measures to improve their income.

A. Responsibilities

The Irrigated-Agriculture Advisor is responsible for:

  • coordinating the work between the NDWM programme and the Ministry of Agriculture and Land Reclamation (MALR) relevant departments at both national and governorates level
  • providing technical advice to partners according to the programme’s
  • integrating results and experiences into the NDWM team
  • coordinating innovation and knowledge management
  • the technical coordination of the work of the external consultants
  • assisting in defining communication and promotion messages/activities

The Irrigated-Agriculture Advisor performs the following tasks:

B. Tasks

1. Advising the partner institution(s)

The Irrigated-Agriculture Advisor

  • communicates with partner institution(s) on identifying needs, developing concepts and strategies, implementing the programme and providing technical input
  • participates in identifying needs for external support and advice, policy recommendations and strategic approaches
  • contributes to the coordination process and joint programme/component activities
  • takes a lead role in preparing job descriptions and terms of references
  • selects and supervises third parties for carrying out programme/component activities, including performance evaluation
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the programme/components
  • organises quality assurance measures and suggests necessary changes and improvements
  • participates in monitoring programme progress, reviews reports and documents the progress of joint programmes, identifies bottlenecks and recommends alternatives to the Head of the Programme

2. Networking and cooperation

The Irrigated-Agriculture Advisor

  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other related projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme

3. Knowledge management

The Irrigated-Agriculture Advisor

  • ensures knowledge transfer of programme information
  • develops ready-to-use technical concepts, including guidelines, manuals, and procedures
  • contributes to the reporting and presentation documents
  • prepares appropriate input for various programme reports including annual reports and contributes to the other reports required by the Head of the Programme and GIZ Head Office
  • assists with research activities and studies on political issues which benefit joint programmes
  • participates in setting up a knowledge system for the irrigated agriculture component

The Irrigated-Agriculture Advisor

  • assists with general programme planning and develops concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication, and documentation
  • coordinates relevant programme activities at the local level in consultation with the Head of the Programme and in cooperation with the partners
  • compiles relevant information for joint activities and assignments

The Irrigated-Agriculture Advisor

  • travels in the region regularly, in accordance with programme requirements
  • assists in defining communication and promotion messages/activities in coordination with the Head of the Programme and communication colleagues
  • performs other duties and tasks at the request of the management

C. Required qualifications, competences, and experience

Qualifications

  • Masters/MSc degree in irrigated agriculture, rural development, or any other discipline related to the programme/component objectives, with focus on a relevant field

Professional experience

  • At least 5 years’ professional experience in a comparable position, preferably in the agricultural sector, with a focus on aspects as agricultural extension, working with women groups, socio-economic aspects etc.
  • Working experience with the MALR, preferably knowledgeable about the delta governorates

Other knowledge, additional competences

  • Very good working knowledge of ICT technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of English and Arabic, knowledge of German is an asset
  • Excellent communication skills
  • Strong sense of cooperation, team spirit and networking skills and having a critical and proactive attitude
  • Willingness to upskill as required by the tasks to be performed
  • Willingness to travel and conduct site visits within governorates in Egypt up to 40% of the time
