JOB DESCRIPTION

The purpose of the role is to ensure quality programming and coordination across NRC Ukraine Shelter / WASH programmes; furthermore, the holder of the role will be responsible for mentoring, train, capacity build staff on Shelter / WASH technical capacity.

The following is a brief description of the role.

Generic responsibilities 

  1. Coordinate and implement the Shelter / WASH projects according to strategy, proposals and plans;
  2. Ensure adherence to NRC policies and donor requirements;
  3. Develop annual activity and work plans;
  4. Manage the grants and budgets supporting the Shelter / WASH projects;
  5. Supervision, training and development of Shelter / WASH staff;
  6. Promote and share ideas for improvement and necessary changes in the activities;
  7. Cooperate with relevant partners and local authorities;
  8. Organize trainings for the Shelter / WASH team, relevant partners and beneficiaries;
  9. Monthly activity/project reports and other reporting as required;

Specific responsibilities

  1. Line management for Project Coordinators (PCs) and other senior project staff
  2. Contribute to the development of Country, Area and CC strategies, based on context, technical expertise and assessment of beneficiaries’ needs within area
  3. Responsible for implementing technical direction as determined by the Shelter and WASH Core Competency Specialists (CCS), and ensuring high technical quality of projects, by identifying and implementing ways to improve program quality and cost efficiency
  4. Contribute to assessment, development and implementation of emergency response
  5. Responsible for ensuring that projects which target beneficiaries reach those most in need of protection and assistance

Generic professional competencies for this position:

  • Relevant university degree;
  • At least three years of field experience working as a Project Manager, preferably in shelter and / or WASH programs in complex emergencies, with responsibility for Project cycle management, Risk Management, Staff Development and Management and Grants and Budgets Management
  • Experience in logistics/administration management;
  • Experience of coordination and advocacy work; Excellent communication and reporting skills, both written and oral;
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules;
  • Fluency in spoken and written English.
  • Valid driver’s license

Context/specific skills, knowledge and experience:

  • Knowledge of the context in Ukraine would be an asset
  • Knowledge of local languages (Ukrainian and Russian) would be an asset
  • Shelter and / or WASH programme experience with start-up, exit or similar would be an asset

Additional Information:

Reports to:                                     Area Program Manager

Supervision of:                               Shelter / WASH Team

Duty station:                                  Odesa – South Ukraine with linked field offices

Travel:                                             40% in the field location

Duration and type of contract:   6 months with possibility of extension
