The Executive Program Manager is responsible for leading the delivery of Rural Water Futures Program within the Water Act Initiatives business group of the Department. This role provides a rare opportunity to effect transformational change that will underpin how rural water resources are accessed, used and managed by Government, water users and the community into the future.

This role will include identifying and providing authoritative advice on program management issues and project delivery options; providing high-level Program submissions and reports for Government and Executive Management consideration; and managing all aspects of Program delivery including program planning and delivery, program reporting, risk management and governance.

• Lead the delivery of the Rural Water Futures Program (RWF), through applying program management methodologies, discipline and expertise to realise program outcomes and benefits

• Lead and direct large, multi-disciplinary project teams (of approx. 40 or more staff) (including ICT) ensuring the successful integration of activities is achieved and completed within timeframes, budget and quality standards.

• Directly manage contracts with vendors and the Statement of works to be delivered by vendors, including performance against contracts.

• Provide strategic advice on program management governance, strategies and methodologies including successful program/project design, creation, change management, costing and implementation to ensure program outcomes and project deliverables.

• Develop and maintain strong business relationships by communicating, consulting, influencing and negotiating with the internal and external water business, and other key stakeholders to ensure the achievement of strategic outcomes.

• Support the Program Executive in managing critical reporting and relationships with program funding partners.

• Be an active and visible leader to all customers and stakeholders, ensuring relevant stakeholders have full visibility and transparency over Program and/or project activities.

• Lead the strategic management of all audit, risk and issue management activities of the Program and/or projects, including anticipation and mitigation of potential strategic risks arising

• Represent the RWF vision and the department’s vision, values and strategic agenda with clients, stakeholders, and external organisations and other State and Commonwealth agencies.

• Develop a culture of delivery and high performance amongst Program staff, which recognises the unique contribution of the individual, encourages personal and team development, and encourages an appropriate work/life balance.

• Mentor, coach and provide advice and guidance to Program staff while contributing to their professional development, including monitoring performance and development

• Ensure the team is sufficiently equipped with the necessary skills, capabilities and experience to perform to a high level in order to respond to service delivery requirements and deliverables.

• Other duties as directed and required.

The role will require some travel. Probity checks will be required as part of the recruitment process.
