Organizational Setting

Food and Agriculture Organization (FAO) in Pakistan focuses on Basic Social Services (Safe and Nutritious Food), Climate Change and the Environment, Sustainable Inclusive Economic Growth and Decent. FAO partners with the Government of Pakistan, Provincial Governments, Academia, Development Partners, Civil Society and NGOs to achieve its core objectives of food security and agriculture development through enhanced participation of marginalized and vulnerable communities focusing on gender equality in supporting Pakistan to achieve Sustainable Development Goals. 

The position is envisioned under Livelihood and Food Security Improvement Fund project on SB 4 SC 8 level and will be located in the FAO office at Peshawar in Khyber Pakhtunkhwa (KP).

Reporting Lines

Under the overall supervision of the FAOR in Pakistan, the guidance of the AFAOR Programme, direct supervision by Senior Project Officer and in close coordination with the Project Team, the incumbent will undertake the following tasks and duties

Technical Focus

Provision of technical, methodological and operational assistance to the project in conducting assessments related with irrigation water management and systems in target area, designing related activities and overseeing their implementation. Work of the specialist will be closely linked with the targeted geographical areas and agricultural commodities identified by the project for interventions. 

Tasks and responsibilities

•    Assist the Senior Project Officer for efficient implementation of the Livelihood and Food Security Improvement Fund project.
•    Review and compile relevant literature and data on land use, irrigation water management, climate, agriculture and agro meteorology in the project area and carry out analysis.
•    Develop criteria, carry out assessments and recommend suitable sites for projects interventions related to the water management. 
•    Identify the most suitable irrigation system for the targeted area, design project interventions with cost estimates, duration, targeted areas, implementation plan and run the approval process internally and externally where needed.
•    Oversee the implementation of project activities and contribute to the project reporting 
•    Work on the specifications of any item to be procured under the project regarding water management interventions and support the procurement process.
•    Develop ToRs of any HR needed to assist the water management interventions of the project.   
•    Carry out training need assessments of the government and project beneficiaries, design trainings, make logistical arrangements to organize the training, and prepare reports after the completion of each training event
•    Work closely and liaise with the stakeholder especially the government counterparts responsible for water and irrigation system in the province.
•    Carry out technical and financial feasibilities for rehabilitation of irrigation infrastructure, supervise civil works against the technical feasibility as required by the project. 
•    Support Irrigation and On-Farm Water Management Departments in making technical and financial feasibilities for the rehabilitation of irrigation schemes.
•    Provide technical support in terms of research and technical studies to link the rehabilitation process to long term livelihood resilience.
•    Any other task assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements 
•    Advanced university degree in Agricultural Engineering, Civil Engineering, Irrigation Water Resource Management or closely related subject.    
•    Minimum of 8 years of progressive experience in water management. 
•    Working knowledge (Level C) of English and Urdu. Knowledge of Pashtu will be an added advantage. 
•    National of Pakistan.

•    Literature review report with excel file and a folder that include relevant data and information on land use, water availability and use, agriculture, and climate for selected canals  within the Indus  Basin. The report should also summarizes data gap
•    Contribution to technical documents upon request by supervisor, international water accounting specialist, and international hydrogeology specialist
•    Workshop report for workshops related to water accounting
•    Support and contribute to the preparation of progress reports
•    Participate in stakeholder or implementing Partners planning and progress review meeting.
•    End-of-assignment report containing findings, conclusions and recommendations for the future
