The Department of Natural Resources is hiring a Mississippi River Planner in the Water Resources Management Specialist – Advanced classification within our Environmental Management Division. This position is located at the La Crosse, Wisconsin Office. There is an opportunity to telework for up to 60% of the workweek dependent on work needs.

Position Summary

This position is the Department expert in Mississippi River federal dredging and planning with lead responsibility for all aspects of federal navigation channel dredging on the Mississippi River. It appraises United States Army Corps of Engineers (USACE) adherence to the policies, procedures, and guidance contained in memoranda of understandings (MOUs) between the Department and the USACE for compliance with applicable laws. The MOU streamlines permitting for multiple DNR programs into a single agreement, requiring coordination and consultation with regional and central office programs (e.g., fisheries, waterways, wildlife, conservation, etc.) to evaluate water quality and habitat implications of federal of dredging projects. The position also coordinates internal and external communications, developing integrated cross-program strategies and guidance on Mississippi River issues and serving as liaison to other agencies and organizations.

Salary Information

Starting pay for the advanced level is $32 – $38/ hour ($66,560 – $ 79,040 annually).

This position is in Pay Schedule/Range 15-03. A 12-month probation period may be required.

Job Details

Wisconsin participation in Upper Mississippi River partnerships and river issues typically extend beyond the Wisconsin border; travel is frequent with periodic overnight and out-of-state travel required.

This position will require employees to possess a Boating Safety Education Certificate (often referred to as “Wisconsin boating License” or “Wisconsin Boater Education Card”) as proof that you have successfully completed all state-mandated boater education requirements within first 3 months of the job.

The selected candidate must be able to drive a state vehicle.  Candidates with three (3) or more moving violations and/or at-fault accidents in the past two (2) years, or who have an OWI/DUI violation within the past year are barred from driving state vehicles.

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Required qualifications for this position include all of the following:

  • Experience collaborating with multiple external partners (e.g. state agencies, federal agencies, the public, etc.) on water resources projects.
  • Experience and/or training in evaluating the impact of actions on water resources (e.g., impacts to water quality, habitats, and species)
  • Experience managing a project (e.g. leading a team, evaluating results, delegating work, etc.)

Best-qualified applicants will also have at least one of the following preferred qualifications:

  • Experience or training in waterway and wetland rules or floodplain regulations
  • Experience managing or coordinating dredging and beneficial use of dredge materials
  • Experience or training in large river and floodplain wetland ecology
