The position

PROJECT BACKGROUND
Aga Khan Foundation Tajikistan (AKF) and implementing partners, such as the Mountain Societies Development Support Programme (MSDSP), have designed a two-year project within the framework of the Local Impact Program – Improving food security, economic and climate resilience of communities in the GBAO and Khatlon regions, which will reach 6600 beneficiaries in 88 villages of Shugnan, Rushan, Roshtqala, Ishkashim, Murgab, Sh. Shohin and Muminabad districts.

The overall goal of the project is to improve the quality of life, food, and nutrition security by strengthening the sustainable management of natural resources in GBAO and Khatlon regions. This program is part of Local Impact (LI), a joint initiative by AKF and the US Agency for International Development (USAID) as an innovative framework for meaningful and sustainable impact across Asia and Africa, putting local communities at the center of development. Through Local Impact, AKF and the US Agency for International Development (USAID) will work with marginalized and vulnerable communities to: (1) promote inclusive economic development and provide basic livelihoods; (2) improving infrastructure and access to basic services with a focus on clean energy; (3) capacity building of citizens and local institutions; and (4) promoting diversity and social cohesion.

MSDSP is looking for a strong, high-qualified candidate for the position of Environmental Specialist. He/she will conduct qualified environmental assessment of the proposed activities under the Local Impact project and to ensure the proper set-up and implementation of mitigation measures. The Environmental Specialist will be based in MSDSP Central Office, Dushanbe, Tajikistan, and report to the Project Manager and Environmental Compliance Officer.

The requirements

DUTIES AND RESPONSIBILITIES

  • Conduct Environmental Screening of Project DIP (Detailed Implementation Plan) to identify the activities of the project requiring any environmental assessment.
  • Work closely the MSDSP regionals technical staff in Khatlon and GBAO to assess the potential environmental, human health and social impact during activity development and implementation and identify and develop practical environmental protection and mitigation measures.
  • Identify preliminary data from MSDSP regionals technical staff to conduct environmental assessment.
  • Support in the development of the ongoing and new Environmental Forms in accordance with the donor rules and regulations and approval obtained from related authorities before activity implementation.
  • Conduct regular field trips to the project sites to collect information for the development of Environmental Forms.
  • Conduct field visits to the project sites to ensure the beneficiaries are aware of the developed mitigation measures and follow them accordingly in the implementation of the activities.
  • Report all hazardous conditions, if any (natural or man-made) in the implementation process of the activities.
  • Support in updating of the environmental guidelines, manual and information for the management and technical staff.
  • Translate the develop mitigation measures to the local language (Tajik) to be followed by beneficiaries.

ESSENTIAL QUALIFICATIONS
Education:

  • Bachelor/master’s degree in environmental sciences, agricultural sciences, Natural Resource Management, Rural Development and/or related field.

Special Skills and Knowledge:

  • Knowledge of the AKF Environmental Compliance is highly desirable. Knowledge of the USAID Environmental compliance procedures would be in advance.

Experience:

  • At least 5 years of relevant experience in the field of environmental compliance, Natural Resource Management, Rural Development or Ecology in national, or international organization.
  • Ability to travel in the project target districts.
  • Environmental and social/economic research skills, good report writing and communication skills. Relevant computer skills (MS Word, and MS Excel, Outlook), Ability to work with agricultural and engineering reports and documents; knowledge of the national and/or international environmental compliance.
  • Excellent knowledge of Tajik and English, good knowledge of Russian. Report will be submitted in English.

Strong interpersonal and communication skills and an ability to network with different communities, positive, flexible, teamwork, creative and open-minded.
