Idaho National Laboratory’s (INL) EMS (Environmental Management System) NEPA (National Environmental Policy Act of 1969) and Reporting Services group is seeking forward-thinking professionals interested in a career as a Water Programs Lead Engineer! This team works a hybrid 4×10 schedule located at our Idaho Falls facility with every Friday off.

Responsibilities Include:

  • Works independently as the water and wastewater lead for issues impacting; Battelle Energy Alliance, LLC, Idaho Clean-up Project Contractors, Fluor Marine Propulsion LLC, and USGS.
  • Provide leadership and technical support to Regulatory Services and facility personnel in the areas of water, wastewater, stormwater, and groundwater, this position does not cover drinking water related issues.
  • Proactively guide and assist in development of regulatory strategies and interpretations that facilitate the achievement of INL missions.
  • Work independently in performance of these duties and mentor junior staff.
  • Prepare, review, and update environmental investigation reports.
  • Design projects that lead to environmental protection, such as water reclamation and/or installation of flow meters.
  • Obtain, update, and maintain plans, permits, for effluent waste systems.
  • Provide technical support for remediation projects and for legal actions.
  • Analyze scientific data and do quality control checks of the data for use in various reports and permits.
  • Inspect facilities and programs to ensure compliance with environmental regulations.
  • Complete technical review of new or revised federal and state laws and determine impacts to INL programs.
  • Serve as the Technical Point of Contact (TPOC) to resolve any questions for INL on the water programs excluding drinking water.
  • Lead all aspects and coordinate with other site contractors in areas of water and wastewater that are crosscutting and have programmatic impacts to the INL.
  • Provide leadership for water and wastewater issues to Environmental Support and Services personnel.
  • Provide timely review and evaluation of proposed regulations.
  • Complete Wastewater Reuse reports, Groundwater Monitoring and Contingency Plan, Annual Water Use and Comprehensive Well Inventory report, Annual Well Permit Application, review/approval of Storm Water Monthly Inspection report, and Monthly IRC monitoring report in accordance with CDRL requirements.
  • Submit shallow injection well registrations, and applications for well decommissioning for BEA.
  • Guide, review, and/or transmit required documents to regulators when projects performing modifications or construction will impact monitoring wells, wastewater, or industrial water systems.
  • Support activities required to fulfill the principles for Environmental Stewardship.
  • Support maintaining ISO 14001 certification.
  • Provide ongoing, timely and candid communications with DOE-ID, state and federal regulators including noncompliance reports
  • Maintain appropriate training, continue professional development, and provide leadership, as applicable.
  • Support and follow Integrated Safety Management System (ISMS). Ensures that the five core functions of ISMS are applied to tasks and activities: define scope of work, identify, and analyze hazards, develop, and implement controls, perform the work within the controls, and provide feedback and improvement.

QUALIFICATIONS

Minimum Requirements:

  • Bachelor of Science Degree in Engineering and 8 years applicable experience or master’s degree in Engineering with 6 years’ experience.

Preferred Requirements:

  • Knowledge of and experience related to: 
    •    Clean Water Act
    •    IDAPA 58 Wastewater, Surface Water, and Ground Water Regulations
    •    IDAPA 37 Department of Water Resources Regulations 
    •    DOE Orders related to water media

Job Information

  • Salary Grade 230 ($118,020 – $200,808)
