Prior Lake-Spring Lake Watershed District (PLSLWD) is looking for a highly motivated professional to support District projects from initial feasibility studies through capital project implementation. This position will have connections with most of the District’s projects and programs and consist of office and field work. This role focuses primarily on improving the quality of District water resources and reducing flooding impacts, educating the public and stakeholders, and collecting data to inform decision making.

Position Title: Water Resources Specialist I
Hours: Full Time
Expected Hiring Range: $47,000- $54,000/yr. Full Salary Range: $47,000-$68,000)
Status: Exempt (FSLA)

Key Responsibilities and Duties:
Project Management (40%)
Support the Water Resources Project Manager on District water resource planning and projects.
• Conduct relevant data analysis to inform project selection and development.
• Lead grant application writing, grant management and reporting with Project Manager direction.
• Monitor progress of work by consultants and contractors.
• Support review of consultant deliverables (reports) and contracting documents (scopes of work, amendments).
• Support Project Manager on landowner outreach and meeting coordination.
• Use GIS to create maps to visualize project concepts and analyze spatial information.

Education & Outreach Program (20%)
Oversee the education and outreach program.
• Manage educational and outreach programs and report progress to the Project Manager.
• Operate as staff liaison to the Citizen Advisory Committee and facilitate operations.
• Write content and update the District’s website and social media.
• Write articles and press releases on District projects, events, and other educational topics.
• Prepare multiple forms of outreach media to educate the public about the District’s work.

Monitoring, Data Acquisition, and Analysis (20%)
Assist the Water Resources Coordinator and Technician with the District’s monitoring program.
• Operate, and maintain monitoring equipment including continuous stage data, flow area velocity meters, weather station, water quality sondes, and telemetry equipment.
• Use in-depth knowledge of standard operating procedures to collect surface water quality samples and send to lab for analysis. Collect stream flow measurements.
• Analyze and interpret data to create annual datasets, reports, charts, and assist with database management.

Carp Management Program (10%)
Assist the Water Resources Coordinator with the Carp Management Program.
• Track radio-tagged carp across Prior and Spring Lakes; maintain up-to-date location data on GIS files; assist with installing/maintaining PIT tag stations for tracking carp.
• Assist with removals of carp including electrofishing, seining, and trapping efforts.
• Maintain nets, barriers, traps, and tools, including the District boat and truck.
Other Responsibilities (10%)
• Assist supervision of summer interns as needed.
• Ensure that expertise and related skills are developed and maintained by attending training programs as approved within budgetary guidelines.
• Willingly assist other District staff as needed to ensure efficient workflow.

Qualifications and Experience:
Required
• A BA/BS degree in natural resources, environmental sciences, environmental planning, water resource engineering, or a related field and one to two years of experience.
• Strong writing and interpersonal communication skills.
• Strong organizational skills and demonstrated experience in coordinating multiple concurrent work tasks.
• Proficiency with Microsoft Office products, including Excel and Word.
• Ability to work independently.
• Possess a valid driver’s license and reliable transportation for work responsibilities.
• Be able perform outdoor activities that require walking in potentially challenging terrain in diverse weather conditions; the ability to lift/carry equipment (50 lbs) and operate equipment.

Preferred
• Knowledge of storm water management and Best Management Practices (BMPs).
• Able to analyze technical reports.
• Familiarity and experience with water monitoring equipment such as multi-parameter Sonde, Biobase, ISCO flow modules, telemetry level-loggers, etc.
• Experience managing relationships with consultants and contractors.
• Experience with data entry, analysis, and review.
• Knowledge of WISKI (Kisters), ArcGIS, GPS units, various logger software (HOBOware, Solinst).
• Knowledge of R and/or Python scripting.
