Terms of Reference – To support the development of a sustainable and efficient supply chain for water, sanitation, fecal sludge management, and Solid Liquid waste management in Pakur district of Jharkhand

A)              Background

Water For People India is committed to improved access to sustainable drinking water, sanitation and hygiene (WASH) behaviours and services, consistent with its global approach: Everyone Forever (EF). Covering 20 districts of West Bengal, Bihar, Maharashtra and Odisha (thematic initiative), our programs have reached out to over a million children and adults.

Our sanitation strategy aims to:

  • Develop sanitation services that last and deliver affordable, aspirational toilets and/or quick hygienic emptying services
  • Achieve full, permanent, easily accessible, sanitation services at scale, across cities and entire rural blocks and districts, by tapping into the local private sector, designing and executing on targeted marketing campaigns, and working closely with other like-minded local partners. 
  • Transform the sanitation sector by modeling EF and developing movement both nationally and globally, based on rigorous evidence of impact.

Water For People creates an organized WASH market by connecting last-mile entrepreneurs with manufacturers and service providers. Solutions are tailored for Base of Pyramid (BoP) customers through design research and negotiating directly with suppliers to deliver quality products at fair prices for households. Water For People acts as business development service provider which will leverage its network of local entrepreneurs to transparently deliver complete water, sanitation, and hygiene solutions at the doorsteps of BoP customers.

In this context , Water for People India is seeking proposals from qualified and experienced organizations to support the development of a sustainable and efficient supply chain for water, sanitation, fecal sludge management, and Solid and Liquid waste management in Jharkhand. The aim of the project is to improve access to adequate and hygienic water and sanitation facilities, promote safe and sustainable management of fecal sludge and waste, and to engage self-help groups and the private sector in the delivery of these services.

B)              Scope of work

  • Development of a detailed action plan for improving the efficiency and sustainability of the supply chain, including the procurement of necessary equipment and materials, and the training of local staff and self-help groups.
  • Implementation of the action plan, including the procurement of necessary equipment and materials, the construction of storage facilities, and the training of local staff and self-help groups.
  • Facilitation of partnerships between self-help groups and the private sector to enhance the delivery of water, sanitation, fecal sludge management, and Solid and Liquid waste management services in Jharkhand.
  • Monitoring and evaluation of the performance of the supply chain, including regular assessments of the equipment and materials, and the engagement of self-help groups and the private sector.

C)              Deliverables

  • Detailed assessment report of the current state of the water, sanitation, fecal sludge management, and Solid and Liquid waste management supply chain in Jharkhand.
  • Detailed action plan for the improvement of the supply chain, including the procurement of equipment and materials, and the training of local staff and self-help groups.
  • Implementation report, including details of the procurement of equipment and materials, the construction of storage facilities, and the training of local staff and self-help groups.
  • Regular progress reports on the performance of the supply chain, including the engagement of self-help groups and the private sector.

D)              Timeline & Essential Criteria

  • Submission of proposal within 17th February 2023
  • The work must be completed by 30th September 2023

Essential Criteria

  • Organisation should have relevant experience and qualifications of the organization and its staff.
  • Must have completed 4-5 studies.
  • Experience in Quality and feasibility of the proposed action plan.
  • The organization has experience in working with self-help groups and the private sector in the delivery of water, sanitation, fecal sludge management, and waste management services.
  • The organization’s capacity to deliver the project within the specified timeline and budget.
