Purpose of Activity/Assignment:

Provide support to cholera and Freddy cyclone response in Manica, tete and Zambezia provinces

Scope of Work

Cyclone Freddy made landfall in Mozambique, and more specifically in Quelimane (Zambezia Province), on the 12th of March 2023 for a second time in a month, breaking records for the duration and strength of tropical storms in the southern hemisphere. Wind speeds of nearly 150 kilometers per hour (93 miles per hour) were measured, causing severe damage, and cutting off children and families from critical services in Quelimane as well as in additional districts in Zambezia Province. Initial reports indicate loss of life, injuries, and significant infrastructure damage. Reports from the Government of Mozambique’s National Institute of Disaster Management’s (INGC) indicate there has been substantial damage to houses and essential infrastructure, including schools, health facilities, bridges, and roads. Electricity, telephone, and internet communications were disrupted in areas that have been hardest hit after cyclone landfall. The cyclone also brought heavy rains that will impact wider areas as rivers are swelling and are likely to cause flooding including in other Provinces. The total estimated affected population stands at approximately 1,000,000 people in the affected districts. Families displaced are now resettling back or in relocation centers where WASH needs require to be covered.  Sanitation and hygiene conditions are critical to reduce the risk of disease spread, especially in the current context of the ongoing cholera outbreak where cases are fast spreading with currently 8 out of 11 provinces affected in Mozambique.

At the same time, a cholera outbreak has been growing exponentially since December 2022 with geographic spread to new districts. The first case of cholera in the current outbreak was reported to the Ministry of Health and WHO from Lago district in Niassa province on 14 September 2022. As of 19 April 2023, a cumulative total of 27,353 cases and 124 deaths (Case Fatality Ratio (CFR) 0.5%) have been reported in 29 districts from six out of 11 provinces in the country. Of the at least 182 cases tested, 99 cases (54%) were laboratory confirmed for cholera by culture. Most provinces currently affected by cholera are flood-prone areas and recent heavy rainfall as well as cyclone Freddy and associated heavy rainfalls have worsen the situation. As the rainy season continues, it is anticipated that more districts will be affected.

UNICEF is leading the WASH Emergency response including cluster coordination in affected provinces. UNICEF recently received a CERF funding to respond to both emergencies with an objective to ensure that people affected by cyclone Freddy and associated floods as well as by the cholera outbreak have access to safe water, sanitation and hygiene facilities and a safe and healthy environment, contributing to reduce the risk of transmission for WASH related diseases, and especially cholera. Key activities implemented include: access to safe water of appropriate quantity and quality (as per WASH cluster standards); access to appropriate sanitation and hygiene facilities, including management of solid waste (as per WASH cluster standards); dissemination of information on safe water, sanitation and hygiene and non-food items to prevent spread of wash related diseases;  containment of cholera through using the Case Area Targeted Interventions (CATI-CORT) approach, support to CTCs, etc. UNICEF needs for support are particularly acute in Tete and Manica provinces where the is no field office as well as in Zambezia province which has been the most affected by cyclone Freddy. In this context, UNICEF Mozambique is looking for two WASH consultants to cover Zambezia province on one side and Manica and Tete on the other side.

Objectives and Expected Results

The WASH consultants will support the overall coordination of the cycle and/or cholera responses in Manica, Tete and Zambezia, as well as the implementation and monitoring of UNICEF response.

Description of the Assignment

Tasks

More specifically the consultant is expected to:

•     Support the coordination mechanism for cholera and cyclone Freddy response in Manica, Zambezia and Tete including Cluster coordination, regular updates to 5W Matrix, etc.

•     Support the development and regular updates of Cholera Response Plans (including supply plans) for these three provinces, in coordination with Health and WASH authorities and using CATI approach.

•     Conduct needs assessment for both cholera and cyclone Freddy and produce timely reports.

•     Implement and monitor UNICEF WASH response, in coordination with Health and SBC colleagues, using CATI approach for cholera response.

•     Identify and establish partnerships with governmental and non-governmental partners.

•     Provide technical guidance to government and non-governmental partners, private companies, PEC contractors to ensure implementation is completed to high standards and identified approaches.

•     Actively monitor UNICEF-supported activities through field visits, surveys, and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.

•     Regularly update UNICEF country office on developments of cholera response in these three provinces and make contributions to the reporting mechanisms in place.

•     Monitor and report on the use of emergency programme resources including CERF (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.

•     Prepare sectoral progress reports for management, donors, and partners.

Deliverables, timelines, and payment schedule

The total duration of this assignment is 6-months starting the 15th of May 2023. This is expected to be a full-time position. One position will be based full time in Zambezia. The other position will be based in Maputo with at least 75% of the time spent in both Tete and Manica.

Deliverables are monthly reports detailing the activities implemented over the reporting period, challenges faced and mitigation measures, as well as key priorities for the next month including expected payments to partners.

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will refer to the contract reference and deliverable number. Payments will be approved by the WASH specialist based in Maputo.

UNICEF is looking for an individual consultant to perform this assignment.
The consultant must demonstrate the following:
• Bachelor degree, in one or more of the disciplines relevant to the following areas: development studies, WASH or sanitation and hygiene, public health, or economics and social sciences;
• Minimum 5 years of relevant work experience in the WASH Sector, particularly in Cholera response.
• Experience with UNICEF a very strong asset.
• Portuguese is mandatory.
• Fluency in written and oral English
• Integrity and respect to all stakeholders.
• Ability to perform several tasks in a timely manner with a focus on quality
• Communicate key messages effectively to different audiences: tailoring languages, tone, style, and format to match audiences; actively listens to perspectives of stakeholders and team members; interpreting messages and respond appropriately; speaking and writing clearly and efficient; and makes presentations in public with confidence.
• Strong interpersonal, team-work, and self-management skills.

The consultant will be supervised by WASH Emergency Specialist (P3).
