Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for various Technical Specialist positions to conduct an assessment of the Power Needs of Ukraine’s Water and Sanitation Service Providers. This cross-sectoral assessment will support the USAID Ukraine Mission’s rapid response to identify energy needs of public water and wastewater facilities (i.e., Vodakonals) for continuity of operations in a shifting conflict environment, and also to identify opportunities to improve energy efficiency of Vodakonals serving de-occupied municipalities of Kyiv, Kharkiv, and Kherson. The assessment also will provide an overview of aggregate energy demand, gaps, and risks for water services nationally. The team will conduct remote primary and secondary research from open and closed sources to identify emergency power needs of water and wastewater facilities, and potential generator suppliers, as well as conduct select key informant interviews to add context and nuance to the collected data. The team will also document incidents and impacts of water shortages due to power failures. The period of performance will be approximately two months and will not include international travel.

Tetra Tech seeks candidates specialized in the following areas:

*Assessment Team Lead (STTA): Subject matter expertise in water and wastewater services. Experience with rapid needs assessments preferred. Strong writing, analytical and organization skills.

*Energy Specialist (STTA): Preference for experience with Ukraine and/or energy sector in former Soviet republics. Preference for experience in back-up power and or water sector power needs.

*Water and Sanitation Specialist (STTA): Experience in urban service delivery and/or emergency water and sanitation response is preferred.

For all positions, Ukrainian and/or Russian language skills are preferred. Prior work experience in Ukraine also is preferred. Candidates should be available to start work immediately.
