Job description

This is an exciting opportunity to lead, shape and develop the Waterways Asset Team for the EA’s Anglian Region whilst maintaining and improving the condition of the Anglian navigation asset base. We are looking for a curious, positive, people-centred leader who is determined to deliver results on time, to required quality standards and cost to fulfil the business plan and achieve / support environmental goals.

The successful candidate needs to motivate and develop team members to ensure that an effective and appropriately skilled team is maintained, a culture of continuous improvement developed and individual and team performance optimised in line with strategic goals.

You will guide and support team members through organisational change effectively, so that improvements and benefits are realised and better ways of working delivered which support customer and environmental needs.

We need someone who can provide expert advice and knowledge to develop and implement an effective strategy for the management of Anglian Waterway assets. The post-holder is a key leader to the development and delivery of Waterway policies and plans.

You will need to establish and maintain effective relationships with internal and external partners to understand and influence their activities and promote and enhance Environment Agency goals and reputation. Accountability for delivery of the Anglian Waterway capital and revenue programme is part of the role, ensuring cost effective sustainable solutions, delivered safely, and providing positive benefits for people and the environment helping achieve EA eMission2030 sustainability plan.

Responding to incidents is a central part of what we do. You will be required to have an incident role and make yourself available to respond to incidents, or provide business continuity support during an incident. This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.

The team

The Anglian Waterways Asset Team currently consists of 5 staff members who manage the Waterways capital programme, routine revenue maintenance and repairs covering 568km of navigable rivers throughout Lincolnshire, Northamptonshire, Cambridgeshire, Bedfordshire, Norfolk, Suffolk and Essex.
The work carried out is essential for the delivery of our statutory duties and for the safety of river users.

Experience/skills required

Leading and driving strategically to influence and deliver outcomes and partner organisations.
Translates organisational outcomes into plans and programmes for frontline delivery, in a regulatory / operational environment.
Delivering results through others, for example by managing a team, coaching, mentoring for projects or across an organisation.
Actively forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific team and the wider organisation.
Extensive experience & knowledge within programme and project management frameworks to prioritise and deliver outcomes required.
Being politically sensitive and able to manage the expectations of customers, stakeholders and communities – having communicated complex messages in clear simple language.
A high capability to make decisions by assessing incomplete and disparate information/evidence.
Enthusiasm to improve how we do things, championing efficiency and effectiveness, together with the ability to thrive in a changing high freedom work environment.

It would be desirable to have professional membership of Institute of Chartered Engineers (ICE) or Chartered Institute of Water and Environment Management (CIWEM).
It would also be desirable to have a programme/project management qualification.

Role specific license requirements: Full UK driving licence
