Why does the job exist?

Position will review and assess hazardous waste activities, corrective action documents related to soil and groundwater investigations and remediation, analyze data, review permit applications, and modifications for administrative completeness and technical adequacy, prepare public notice documents, make presentations, and conduct oversight of facility activities.

How does it get done?

Conduct review of the documents submitted for permit and corrective action related activities in accordance with applicable regulations and issue approvals or denials. Conduct site visits, provide technical and regulatory guidance to permitted facilities.  Interact with stakeholders, make presentations. Excellent technical writing skills are required.

Who are the customers?

This job is done for all New Mexicans to protect and restore the environment. This position may have occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations. This position will have contact with internal staff as well.

Ideal Candidate

Ideal candidate would have education in hydrology/geology with some field experience. Should be familiar with conducting review of technical documents, like corrective action investigation plans and reports and have good technical writing skills. Should have experience in collecting groundwater samples and be capable of analyzing, interpreting, and presenting groundwater data. Be familiar with use of Geographic Information System and groundwater models.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License.  Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.  In state and out of state travel may be required.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed mostly in an office setting with exposure to visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Occasional travel is required for training, meetings, field work with potential exposure to inclement weather, insects, machinery, and chemicals.

Work is primarily in an office setting.  Infrequent travel, less than 10% is required.  Some exposure to seasonal weather conditions in the field and potential exposure to hazardous and/or radioactive waste.  Work is performed in an office setting with exposure to extensive Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage. Ability to climb stairs and ladders. -Normal work schedule Monday through Friday.
