Overview of position

RWP reference number 3. Deprived School and health facilities empowered to collectively adopt positive WASH practice and access appropriate WASH facilities and services including menstrual hygiene management (MHM) for adolescent and pre-adolescent girls.

Need Statement

There are nearly 10 million students and 220,000 teachers in Afghanistan who are the future of the country. The UNICEF funded WASH in School Programme aims to make visible the value and impact of WASH in school; promote the importance of WASH in schools at national, state and district levels.

The UN Sustainable Development Goal (SDGs) made the governments and sector stakeholders committed to the delivery of services with quality, durability, and high-level standards. The provision of improved water supply, sanitation, and hygiene (WASH) services on a sustainable basis is one of the essential inputs in the creation of conducive school environment that influences the students’ learning ability particularly the girls.

The Regional WASH in Schools Advisor is responsible for overall coordination of WASH in School (WinS) software activities, with regional implementing partners and reporting to the UNICEF WASH management. The Regional Advisor is responsible for assuring the implementation of equitable program in deprived schools and access to appropriate WASH facilities and services including Menstrual hygiene management (MHM) for adolescent and pre-adolescent girls at regional level.

The position is also responsible for assessing, advising, and supervising the relevant region, implementing partners including NGOs on WASH project implementation in schools.

In addition, the WASH Regional Advisor will be especially focused on addressing the implementation of MoE standard for WASH in School, advocating for promoting gender-segregated sanitation facilitates to foster girls education and promoting hand washing stations for control of COVID-19 and other communicable diseases, provision of sufficient water for washing and drinking. The Senior Advisor also supports the managing of WASH in School data for dashboard and supports the WASH data in EMIS.

The extenders will directly work under UNICEF zonal office/WinS Senior Advisor supervision and will also report to UNCEF, In addition to MoE. The Senior Advisor, who is currently as Extender, is qualified his position is critical for the program implementation.

Reasons why the assignment cannot be done by a UNICEF staff member

The Extender is responsible to provide technical assistance in the area of WASH in School in regional level. Due to the geographical distribution of the project sites some might be located in areas hard to reach for UNICEF staff, and the need of a full-time staff at provincial level to track progress and provide technical support, the tasks cannot be carried out by UNICEF staff. Therefore, recruitment of an extender is required

Role objectives

1. Technical and operational support to the Education Departments (in conducting training programs, organizing campaigns, commemorating important international days (GHW day- MHM- Toilet Day … etc.) in coordination with UNICEF officials.
2. Identify educational needs; check the status of issues related to the health of schools; such as water and sanitation, menstrual hygiene, hand washing and other related programs at the level of school, district and provinces.
3. Proper supervision and monitoring of WASH (water, Sanitation and hygiene) facilities at schools; especially, proper use and maintenance of the facilities, green space, in coordination with the school management shuras (SMS) and take corrective actions in coordination with UNICEF officials, if necessary
4. Ensure that school health programs are implemented following the accepted quality standards, such as standards for child-friendly schools
5. Cooperate with the school principals and headmaster, hygiene teachers in updating WASH in school monitoring plans, activities and achievements
6. Identify the challenges and problems of water, sanitation and hygiene in schools and ensure basic implementations.
7. Consultation with the provincial health mangers of MOE and trainers of menstrual hygiene management for the better implementation MHM plan to address the needs of girls.
8. Establishing and maintaining coordination with all involved parties (Education Departments, Rural Development and Public Health, Regional Officials, NGOs, SMS and influential people)
9. The collection of data/info and reports to the Provincial Education Departments (DOE) of concerned provinces and coordination with the Health Managers and UNICEF on the timely delivery of data on a monthly and quarterly basis.
10. Ensure implementation of advocacy and awareness raising sessions for improvement of behavior change on improved hygiene practices of students, teachers, school officials, and members of the shura, through interpersonal communication, (workshops, training, and gathering with Shuras, talking with parents and students, and other accepted ways.

Key competencies

Skills

• Good communication skills in English: speaking, writing, and listening.

• Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate and influence; experience with community-based projects such as SLTS is preferred

• Computer skills, including basic skills of Microsoft Word and Excel, Power point additional IT skills such as GPS/GIS mapping preferred

Qualifications

• Regional WinS specialist and Focal Point should have at least Bachelor’s degree (Medical/ Public Health).

• He/She should have at least 3 years professional experience, experience in Sanitation and Hygiene and/or MHM is an advantage.
