Job description

We are currently seeking an Expert in the field of Adaptation Policy, Monitoring & Evaluation to support projects on Adaptation. The consultant will strengthen our project team through proven expertise in Adaptation Planning, including approaches to Monitoring & Evaluation in this area, as well as with experience at the science-implementation interface and working with policy-makers.

You will contribute to the work of the Climate Analytics Science Team, specifically in the area of Adaptation Policy, internationally as well as within the EU. The position contributes to the IKI-funded Sino-German Cooperation on Climate Change project, led by GIZ. Within the project, you will be responsible for continuing the implementation of activities related to climate change adaptation policy, with a particular focus on Monitoring and Evaluation. A further responsibility will be to facilitate peer-to-peer learning between climate change M&E practitioners around the world, especially between developing countries. Both projects have successfully started and are continuously developed by a small team of capable experts. The position can therefore build on and expand established working relationships. Your guidance and input will contribute to the successful delivery of project deliverables and advise the existing team on the next steps. The consultancy is a short-term request and will require the consultant to start as soon as possible.

The key Responsibilities

  • Oversee and support the coordination of activities of a research project on adaptation policy and M&E
  • Support and manage junior colleagues in the delivery of the project
  • Actively engage with external project partners to further develop project deliverables in a co-development setting
  • Provide written analysis outputs (e.g., policy briefs, reports, blogs) that are both scientifically robust and adequately written to address the intended audience (e.g., regional decision-makers with limited scientific training)
  • Contribute to the implementation and facilitation of a regional workshop associated with the project delivery
  • Contribute to project development in the area of adaptation policy and M&E
  • Develop and implement strategies to attract, onboard, and retain a diverse community of learners, practitioners, and subject matter experts in the area of climate change adaptation M&E from around the world, with a focus on developing countries
  • Cultivate a positive, inclusive, and supportive peer-to-peer environment that encourages knowledge-sharing, capacity-building, and continuous learning
  • Establish and maintain partnerships with international organizations, educational institutions, NGOs, and other stakeholders to expand peer-to-peer network reach and credibility

Your profile

You will ideally have the following qualifications and skills:

  • Applicants must have at least ten years of experience in creating climate adaptation policies or conducting policy-related climate adaptation research, including proven skills in monitoring and evaluation (M&E) for adaptation projects
  • Having made contributions to the development of M&E methodologies for climate adaptation would be considered desirable
  • Highly organized, detail-oriented, and able to manage multiple projects simultaneously across different time zones
  • Demonstrated experience in community-building strategies in an international context
  • A Master’s degree with relevant work experience or a PhD in a relevant field
  • A solid understanding of the Adaptation Strategies in an EU context, the Global Goal of Adaptation, as well as experience in adaptation planning
  • Experience with science-based policy-making and strategy development, ideally in the context of development cooperation
  • Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders from diverse cultural backgrounds and address the unique challenges faced by developing countries
  • Solid understanding of the current science and policy landscape in the area of adaptation at the global and regional level and key knowledge gaps for effective implementation
  • Willingness to travel regionally and internationally is required
  • Excellent English writing and verbal skills are a requirement
