Job Description

Are you ready to assist the Iowa Department of Natural Resources in furthering its Mission of: Conserving and enhancing our natural resources in cooperation with individuals and organizations to improve the quality of life in Iowa and ensure a legacy for future generations?
 
If yes – we are seeking to fill a key position on our Water Supply Engineering team. In your new role as an Executive Officer 2, you would work with team of professionals to help implement the Safe Drinking Water Act (SDWA) in the State of Iowa – to ensure public health protection and that Iowans are provided sustainable, safe drinking water. This position works closely with the Water Quality Bureau Chief and Division Management on critical drinking water issues.
 
In this position, your major responsibilities would include:
•             Serving as the Drinking Water Program Coordinator for the Department’s Drinking Water Program. This work includes developing, facilitating, and coordinating rules, policies, procedures and goals for the Department’s Drinking Water Program. It also includes coordinating work efforts between Central Office staff and staff located in six (6) field offices. This work includes drafting legislative and rule proposals and evaluating the Drinking Water Program related to both federal and state legislative items and the impact on the program, the public, and communities.
 
•             Coordinating, collaborating and maintaining strong relationships with other state agencies (Iowa Department of Public Health, Iowa Department of Education, and the Iowa Department of Inspections and Appeals), the EPA, water industry associations, the regulated community, the public, and other partners to ensure clear communication of drinking water related topics and SDWA implementation information across Iowa.
 
•             Coordinating communications and preparing and delivering presentations for public water supply managers and operators, engineers, and other water industry stakeholders, on various drinking water and water supply rules (state and federal), current topics, processes, and SDWA implementation. This work also includes maintaining and facilitating listserv newsletters and ensuring program web pages are useful, relevant and updated for the drinking water industry.
 
•             Coordinating with the Federal Environmental Protection Agency (EPA) to ensure Iowa is effectively and adequately implementing all aspects of the Safe Drinking Water Act. This work includes facilitating the writing and submittal of required EPA drinking water related reports, work plans, and agreements.
 
•             Other miscellaneous duties: Leading regular drinking water program meetings, special committees, and other cross-bureau and division meetings: Representing the bureau and agency at stakeholder and other outreach venue; Preparing budgets, work-plans, program performance standards and goals: and Representing the drinking water program at stakeholder and Environmental Protection Commission meetings.  

Essential Functions
Review, understand, and interpret current and future federal and state law, rules, regulations, standards and guidance, policies, etc. as related to drinking water and effectively communicate them orally and in writing to staff, public officials, and the public.
Schedule, lead, and facilitate internal and external group meetings in order to effectively communicate and implement drinking water regulations.
Presents and communicates formal and in-formal technical presentations to the drinking water industry stakeholders throughout the state.
Prepares and facilitates drinking water data and reports using various databases, word-processing, other software.
Direct experience and knowledge of drinking water treatment processes and optimization, drinking water regulations, and relevant drinking water issues on a state-wide and national scale.
Knowledge and understanding of relationships between all parties that help provide and ensure Iowans have safe drinking water and maintain good relationships with those parties.
Travel in-state and nationally to participate in drinking water trade associations training events.
The ability to effectively lead a team in various sections in a positive fashion in order to accomplish program goals.
Handle multiple tasks, schedule and assign action items, review work of technical nature, prioritize, and ensure actions items are completed on time.
Adjusts to change, work pressures or difficult situations without undue stress.
Demonstrates initiative, customer service, and team oriented and display high standards of ethical and professional conduct.
Works independently and needs little supervision in order to facilitate the implementation of the Safe Drinking Water Act.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management. 

2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. 

3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
