The purpose of the Country Offices (CO) is to ensure implementation of Norwegian Red Cross International Strategy at country level through programme support to the National Society partner, as articulated and established in the approved Country Framework. This means that the CO is responsible for ensuring results-based project management, risk management, and operational in-country Movement coordination. Furthermore, the CO is responsible for ensuring project implementation in support to NS partners, in line with established project agreements and project plans. The CO ensures sound technical quality of all country projects, in line with established technical standards and best practices. The CO ensures that NorCross programme support is based on regularly updated humanitarian needs analysis in line with established practices. The CO represents NorCross in-country with regards to external partnerships and relationships. The CO is responsible for in-country security management.  

The Technical Project Coordinator will play a crucial role in supporting the achievement of humanitarian objectives by coordinating the design and implementation of projects in line with technical standards and best practices. This surge position will be responsible for ensuring the successful delivery of projects within a six-month timeframe.

Strategic Responsibilities:

  • Ensure that Norwegian Red Cross supported projects in relevant discipline are designed and implemented in line with established technical standards and project management methodologies.
  • Coach Host National Society project teams in thematic frameworks and relevant technical standards and support the operationalization of those standards. 
  • Actively contribute to the establishment and operationalization of technical standards in relevant areas as part of the global efforts of the Norwegian Red Cross.

Operational Responsibilities:

  • Conducts technical assessments and scoping missions as requested and contributes technically to project development.
  • Carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
  • Organizes technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
  • Oversees data collection and provides technical support to quarterly and yearly country reports.
  • Strengthens the workflow between NorCross and the Host National Society in WASH with a view to establish predictable and structured work processes resulting in effective and efficient implementation.
  • Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office. Helps colleagues to understand and make use of available technical tools and methodologies.
  • Promotes harmonization across regions and countries by monitoring use of common standards and tools.

Collaboration:

  • Works closely with the relevant thematic Coordinator / Advisor at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
  • Coordinates NorCross’ WASH programme support with other partners and with the WASH Sector, including ICRC. Collaborates with other technical advisors in the region as relevant.

Mission Specific Responsibilities:

  • Ensures, together with the Host National Society, that WASH activities supported by NorCross meets humanitarian needs, including through strengthening NorCross project selection criteria for supporting water infrastructure projects in view of changes in the context.
  • Supports the Host National Society procurement and contracting processes for water infrastructure projects, supporting the systematization of procurement processes in terms of planning, implementation and evaluation, seeking compliance with NorCross requirements and standards, contributing to the quality and cost-effectiveness of water infrastructure projects.
  • Assist the Host National Society in developing and implementing a standardized hygiene promotion methodology and monitoring tools to measure the impact of activities at the community level.

Formal Competence:

  • Higher University Degree in relevant technical discipline, including civil engineering, water and sanitation engineering or environmental health engineering. Equivalent technical experience can substitute for qualifications but not vice versa.

Skills and Knowledge:

  • In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
  • Proven experience from project management, including needs assessments project design, and reporting.
  • Knowledge about building technical capacities of partner organizations.
  • English work proficiency is required; regional languages an asset.
  • Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset.

Position is based in:

Damascus, Syria

Contract length:

6 months (This position will support Emergency Response Operations and have no possibility for extension)
